Context
Navalny had been treated in Germany after a 2020 poisoning that laboratories in several states identified as Novichok; Russia denied state involvement. The return was a public test of whether an opponent could still live in the country. The court sat; the FSIN took him; protests were met with arrests. Putin did not write the German hospital notes.
EU listings after the imprisonment are a Union instrument. Navalny’s 2024 death is a different date.
The president of the Russian Federation is commander-in-chief and can issue decrees, sign statutes the Federal Assembly has passed, and represent the state abroad. He does not write UN General Assembly resolutions, ICC warrants, or European Council conclusions.
