On 24 June 2023 Yevgeny Prigozhin’s Wagner forces seized Rostov and marched toward Moscow. Putin delivered a televised address calling the revolt treachery. A deal brokered with Belarus ended the march the same day.
Context
Wagner had fought in Bakhmut under a state contract. Prigozhin accused the defence ministry of starving his forces. Putin spoke; Lukashenko mediated; Prigozhin turned the column around. Shared authorship of the war system is the point: a mutiny inside a presidential war is not a foreign invasion.
The president of the Russian Federation is commander-in-chief and can issue decrees, sign statutes the Federal Assembly has passed, and represent the state abroad. He does not write UN General Assembly resolutions, ICC warrants, or European Council conclusions.
Why it matters
The path is democratic-resilience and institutional corruption: an armed column reaching the capital’s approaches is a completed state-capacity shock, even if it ended in a deal. It is not a finding that every later African Wagner file was this weekend.

What the sources establish
President of Russia carries the official instrument or communique. Reuters records the same dated act independently.
Established: a 24 June 2023 mutiny, a presidential treachery address, and a same-day Belarus-brokered halt.
Not established: that Putin ordered the later plane crash, or a unique later coup-risk coefficient.
Prigozhin marched. Lukashenko mediated.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Putin denounces the Wagner mutiny as treachery and then accepts a Belarus deal, not a later speech about Putin denounces the Wagner mutiny as treachery and then accepts a Belarus deal.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He denounced the mutiny as treachery and accepted the halt deal. Prigozhin marched. Lukashenko mediated. That limit is the alternative to treating office-holding as authorship of every later series.
