On 21 February 2022 the Kremlin broadcast a meeting of the Security Council of the Russian Federation on whether to recognise the so-called Donetsk and Luhansk “people’s republics.” After other members spoke, Vladimir Putin handed the floor to Dmitry Medvedev, the deputy chairman. He said residents of those oblasts had long received no support from Ukraine, recalled that as president in 2008 he had recognised Abkhazia and South Ossetia, and argued that recognition would “cool” the situation.

The meeting was presented as a live consultation. Later reporting established it was taped and edited. Every permanent member was made to bless recognition. He is the deputy chair.
