On 3 October 2022 Sergey Lavrov submitted to the State Duma, on the president’s instructions, draft laws to ratify treaties admitting the Donetsk People’s Republic, the Lugansk People’s Republic, and the Zaporizhzhia and Kherson regions into the Russian Federation and creating new constituent entities. Context

On 30 September 2022 the president signed accession treaties with the proxy heads of the four regions. UN General Assembly resolution ES-11/4 later rejected the annexations. The foreign minister’s office is the one that carried the texts into the Federal Assembly and described them as the people’s will. He does not write UNGA resolutions. He did present the bills. Vladimir Putin signed the treaties.

The 24 September Assembly speech is a neighbouring legalisation instrument. The 30 September signing is a neighbouring presidential instrument. Keep Lavrov presents State Duma bills to ratify accession treaties for four Ukrainian regions on 2022-10-03 separate from neighbouring draft-treaty, veto, Bucha-denial, General Assembly, and accession-ratification instruments.

The minister of foreign affairs of the Russian Federation is a permanent member of the Security Council of Russia and the state’s chief diplomat. He can issue ministry statements, instruct the UN mission, and present ratification bills. He does not write presidential decrees, fire missiles, or author OHCHR civilian-casualty tallies.

Why it matters

The path is the Ukraine war: a completed parliamentary legalisation of annexation. Occupation and border revision are effects of that war, not a licence to hang this date on territorial-revisionism as a primary home.

What the sources establish

Ministry of Foreign Affairs of the Russian Federation carries the official instrument or communique. BBC News records the same dated act independently.

Established: a 3 October 2022 Duma presentation by Lavrov of accession ratification bills for four Ukrainian regions, independently recorded as approved the same day.

Not established: a unique referendum turnout proof, or that the Duma vote transferred UN membership or extinguished Ukrainian title.

The Duma voted. The president had signed the treaties. The UN did not.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Lavrov presents State Duma bills to ratify accession treaties for four Ukrainian regions, not a later speech about Lavrov presents State Duma bills to ratify accession treaties for four Ukrainian regions.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He presented the bills. The Duma voted. The president had signed the treaties. The UN did not. That limit is the alternative to treating office-holding as authorship of every later series.
