On 17 December 2021 the Ministry of Foreign Affairs of the Russian Federation published draft agreements with the United States and with NATO. The texts demanded legally binding “security guarantees,” including a halt to further Alliance enlargement and a rollback of forces and weapons from states that had joined NATO after 1997.
Context
Sergey Lavrov was minister of foreign affairs. The drafts were presented as the price of de-escalation after months of Russian force concentrations around Ukraine. The president, not the minister, would later order the invasion. The minister’s office is the one that published the demands as treaties. Vladimir Putin is the counterpart who later ordered the war.
Keep Foreign ministry publishes draft US and NATO treaties demanding a halt to Alliance enlargement on 2021-12-17 separate from neighbouring draft-treaty, veto, Bucha-denial, General Assembly, and accession-ratification instruments.
The minister of foreign affairs of the Russian Federation is a permanent member of the Security Council of Russia and the state’s chief diplomat. He can issue ministry statements, instruct the UN mission, and present ratification bills. He does not write presidential decrees, fire missiles, or author OHCHR civilian-casualty tallies.

What the sources establish
Ministry of Foreign Affairs of the Russian Federation carries the official instrument or communique. Reuters records the same dated act independently.
Established: a 17 December 2021 MFA publication of draft US and NATO treaties demanding a halt to enlargement and a force rollback, independently recorded the same day.
Not established: a unique proof that every later missile was scheduled in those drafts, or that the drafts repealed Ukrainian statehood.
The president later ordered the invasion. NATO did not write the Russian texts.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Foreign ministry publishes draft US and NATO treaties demanding a halt to Alliance enlargement, not a later speech about Foreign ministry publishes draft US and NATO treaties demanding a halt to Alliance enlargement.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He headed the ministry that published the drafts. NATO did not write the Russian texts. That limit is the alternative to treating office-holding as authorship of every later series.
