On 5 April 2022 Sergey Lavrov issued a ministry comment on Ukraine. He said the Western and Ukrainian “propaganda machine” was fueling hysteria over video from Bucha, that assertions of war crimes by Russian forces had been “proved false,” and that the events were a “blatantly false provocation” staged three days after Russian forces left, as a pretext to “torpedo” talks after Istanbul.
Context
Russian forces had occupied Bucha in March 2022 and withdrawn around 30–31 March. Independent reporters and later UN human-rights reporting recorded civilian bodies on the streets of a town that had been under Russian control. The minister’s office is the one that called those records a fake. He does not write OHCHR updates. He did write this comment. Volodymyr Zelenskyy is the counterpart who accused Russian troops of the killings.
The 25 February veto is a neighbouring obstruction instrument. The September Assembly speech is a later legalisation instrument. Keep Lavrov calls the Bucha killings a staged fake and a pretext to wreck talks on 2022-04-05 separate from neighbouring draft-treaty, veto, Bucha-denial, General Assembly, and accession-ratification instruments.
The minister of foreign affairs of the Russian Federation is a permanent member of the Security Council of Russia and the state’s chief diplomat. He can issue ministry statements, instruct the UN mission, and present ratification bills. He does not write presidential decrees, fire missiles, or author OHCHR civilian-casualty tallies.
Why it matters
The path is the Ukraine war: a completed public denial of civilian killings in an occupied town. It is not a finding that every later OHCHR tally was authored in that comment, and it is not a media-freedom row as a primary home.

What the sources establish
Ministry of Foreign Affairs of the Russian Federation carries the official instrument or communique. Ukrainska Pravda records the same dated act independently.
Established: a 5 April 2022 ministry comment calling the Bucha killings a staged fake and a pretext to wreck talks, independently recorded the same evening.
Not established: a unique first-hour body-count from Yablunska Street, or that the comment is a criminal conviction in a Ukrainian court.
The armed forces had occupied the town. OHCHR did not write the ministry text.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Lavrov calls the Bucha killings a staged fake and a pretext to wreck talks, not a later speech about Lavrov calls the Bucha killings a staged fake and a pretext to wreck talks.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He issued the comment. The armed forces had occupied the town. OHCHR did not write the ministry text. That limit is the alternative to treating office-holding as authorship of every later series.
