On 25 February 2022 the UN Security Council failed to adopt draft resolution S/2022/155. The text would have deplored the Russian Federation’s aggression against Ukraine and demanded that it immediately cease the use of force and withdraw its military forces from Ukraine’s internationally recognised territory. The vote was 11 in favour, 1 against (Russian Federation), with China, India, and the United Arab Emirates abstaining.
Context
The Russian Federation held the Council presidency in February 2022. Vassily Nebenzia cast the vote in the chamber. The night before, at the 8974th meeting while the invasion was being announced, he said he did not plan to wake Minister Lavrov. The foreign minister remains the political principal of that mission and a permanent member of the Security Council of Russia. The United States Treasury listed him the same day as the diplomat who advanced the false narrative that Ukraine was the aggressor. The Council of the EU listed him the same date.
The 24 February invasion address is a neighbouring presidential instrument. The 5 April Bucha comment is a later denial. Keep Russia vetoes Security Council draft S/2022/155 demanding an immediate halt and withdrawal on 2022-02-25 separate from neighbouring draft-treaty, veto, Bucha-denial, General Assembly, and accession-ratification instruments.
The minister of foreign affairs of the Russian Federation is a permanent member of the Security Council of Russia and the state’s chief diplomat. He can issue ministry statements, instruct the UN mission, and present ratification bills. He does not write presidential decrees, fire missiles, or author OHCHR civilian-casualty tallies.
Why it matters
The path is the Ukraine war: a completed P5 veto of a demand to stop the invasion the day after it began. Forced displacement and battle deaths are effects of that war, not a licence to mint a second war driver named displacement.

What the sources establish
United Nations carries the official instrument or communique. Associated Press records the same dated act independently.
Established: a 25 February 2022 Russian veto of draft S/2022/155, with an 11–1–3 count independently recorded by UN News and Associated Press.
Not established: a unique first-day death coefficient from the veto hour, or that the ambassador’s hand was a rogue act outside the ministry.
Nebenzia voted. The president ordered the war. The Council did not.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Russia vetoes Security Council draft S/2022/155 demanding an immediate halt and withdrawal, not a later speech about Russia vetoes Security Council draft S/2022/155 demanding an immediate halt and withdrawal.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He is the minister whose UN mission cast the veto. Nebenzia voted. The president ordered the war. The Council did not. That limit is the alternative to treating office-holding as authorship of every later series.
