On 26 February 2022 Ramzan Kadyrov announced that Chechen military forces had been deployed to Ukraine and that the president “took the right decision and we will carry out his orders under any circumstances.” State media published a video of men assembled in Grozny.

Context

Two days after the full-scale invasion. The regional head commands republican security units used as expeditionary force. He does not write the presidential invasion address. He did announce the deployment. Vladimir Putin is the federal commander.
