Context
ODIHR was unable to deploy a full observation mission because the Belarusian authorities did not issue a timely invitation. Prospective candidates including Siarhei Tsikhanouski and Viktar Babaryka were detained before the ballot. Sviatlana Tsikhanouskaya remained on the ballot and is named here as an unresolved person candidate. The president does not write ODIHR’s mandate. He is the incumbent whose commission certified the count.
The president of Belarus is head of state and commander-in-chief of the Armed Forces. He can issue decrees, sign statutes the National Assembly has passed, and represent the state abroad. He does not write OSCE commitments, ICAO Council decisions, UN General Assembly resolutions, or Ukrainian martial-law decrees.
Why it matters
The path is electoral integrity: a completed certification without a timely international observation, after the detention of rival candidates, is a dated weakening of competitiveness. It is not a finding that every later statute was authored that night.

What the sources establish
Central Commission of Belarus carries the official instrument or communique. OSCE/ODIHR records the same dated act independently.
Established: a 14 August 2020 CEC resolution declaring Lukashenko elected with 80.1 percent after the 9 August vote, contemporaneously recorded by the Commission and independently recorded by ODIHR as an unobserved, intimidation-marked process.
Not established: a unique polling-station-level proof of every protocol, or that the resolution repealed Belarusian statehood, or a measured GDP coefficient from 14 August.
The Central Commission tabulated. ODIHR did not certify.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies CEC declares Lukashenko elected with 80.1 percent after the 9 August 2020 vote, not a later speech about CEC declares Lukashenko elected with 80.1 percent after the 9 August 2020 vote.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He is the incumbent who ran and whose commission certified the count. The Central Commission tabulated. ODIHR did not certify. That limit is the alternative to treating office-holding as authorship of every later series.
