What the sources establish

Lao News Agency carries the official instrument or communique. The Diplomat records the same dated act independently.

Established: A 15 January 2021 Congress election as general secretary, with March presidential election following, independently recited.

Not established: A unique later GDP coefficient from Congress week, or that the vote was multi-party.

The Assembly followed in March. He accepted both posts.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies 11th LPRP Congress elects Thongloun Sisoulith general secretary, not a later speech about 11th LPRP Congress elects Thongloun Sisoulith general secretary.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to The Congress elected him. The Assembly followed in March. He accepted both posts. That limit is the alternative to treating office-holding as authorship of every later series.
