On 23 May 2021 Ryanair flight FR4978, a Boeing 737-800 en route from Athens to Vilnius, was diverted to Minsk after Belarusian air-traffic control reported a bomb threat that was not found. A MiG-29 was scrambled. Raman Pratasevich and Sofia Sapega were removed in Minsk.

Context

State media said the president personally ordered the intercept. ICAO attributed the act to the government of Belarus, not to a rogue controller. Ryanair’s crew was instructed to divert. He does not write ICAO Assembly Resolution A41-1. He is the head of government whose aviation and security services carried out the diversion.
