Documented harms: Daejang-dong is pending, a 2024 election-law conviction was remanded then stayed under Article 84, and a US tariff bargain sits beside Seongnam youth dividends, a martial-law-night Assembly vote as opposition leader, coupons, and the Yellow Envelope Act. As of August 2026 he remains president. Han Seong-sook is PM.

Editorial assessment (context, not the score)

The file after 2010 is not a civic saint and not a single coupon footnote. The heaviest documented costs are the Daejang-dong Seongnam-era development controversy (Lee’s own trial is not a completed conviction), a 15 November 2024 first-instance election-law conviction later remanded by the Supreme Court on 1 May 2025 then stayed under Article 84 after the oath, a still-open political-polarization file, a ₩350 billion-class US investment pledge against 15 percent reciprocal tariffs, housing-credit caps, prosecution-reform weather the opposition calls capture, and North Korean missile-and-two-state weather he does not author. Those rest on court minutes, gazettes, NEC prints, and wires. The live composite is formula output from those paths plus the 2016 youth dividend, Gyeonggi transfers, the martial-law-night Assembly vote he helped force as opposition leader, the 2025 rotation, coupons, the Yellow Envelope Act, APEC-and-White House alliance instruments, and 2026 local retention; this paragraph is not the score.

The offsets are also dated: Seongnam moratorium, 2024 Assembly landslide, 4 June 2025 oath, Han Seong-sook from 1 July 2026. The Assembly, courts, NEC, BoK, and USFK share several files.

He does not sit as a Supreme Court justice on his own remand and he does not write a US Section 232 schedule. Confidence is high on NEC 49.42 percent, the 4 June oath, Assembly votes, and named court dates, and medium where untried Daejang-dong counts, later CPI, and OPCON talks sit between a speech and a welfare indicator.

The power he actually held

Lee Jae-myung has been president of South Korea since 4 June 2025. Yonhap at https://en.yna.co.kr/ (opens in a new tab) and Reuters at https://www.reuters.com/ (opens in a new tab) record the same 3 June 2025 snap win. The Constitution makes him head of state and of the executive. It does not make him the National Assembly, the Bank of Korea, a Supreme Court bench, a chaebol board, USFK, or a provincial governor. He is not Yoon Suk Yeol.

As of August 2026 he remains in office. Han Seong-sook has been prime minister since 1 July 2026.

What went wrong, and what is proven

The sharpest documented costs that are dated and named begin in Seongnam, not in the presidency. Daejang-dong is a completed public-private development controversy from his mayoralty: private developers were later convicted in a first-instance 2025 cluster; Lee’s own breach-of-trust and conflict-of-interest indictment is not a completed conviction — the presidential trial was suspended. Store that status.

The election-law file is a sequence, not a cartoon. On 15 November 2024 the Seoul Central District Court found him guilty of disseminating false information under the Public Official Election Act (golf and Baekhyeon-dong remarks) and imposed one year in prison, suspended for two years. On 26 March 2025 the Seoul High Court acquitted. On 1 May 2025 the Supreme Court en banc overturned that acquittal and remanded with instructions to find guilt on those statements. After the oath, on 9 June 2025 the High Court stayed retrial under Article 84.

9 March 2022 is a completed close loss to Yoon (about 47.8 to 48.6 percent) that polarised the decade. 2 January 2024 is a completed Busan stabbing of the then opposition leader. US steel-and-reciprocal tariff weather and the July–October 2025 15 percent-for-investment bargain, including a ₩350 billion-class US pledge, are completed fiscal-and-FX instruments he owned as president — not authorship of a US executive order. Housing-credit caps are a completed 2025 metropolitan loan instrument. Special-prosecutor cluster after martial law polarised remaining Yoon-era files. North Korean missile-and-two-state weather continued on his watch; he did not write Pyongyang’s tests. Seoul 2026 kept Oh Se-hoon. PPP boycott of Han’s confirmation is a completed polarisation print. The April 2026 extra budget is a completed fiscal expansion against oil-price weather.

What improved, and how far

Seongnam’s 2010 debt moratorium is a completed municipal fiscal instrument, not a 2025 statute. The 2016 youth dividend is a completed local basic-income experiment. Gyeonggi 2018 scaled that laboratory. Gyeonggi COVID transfers are a completed provincial household instrument. The 10 April 2024 Assembly election is a completed opposition-leader landslide.

On 3 December 2024 Yoon declared martial law. Lee was opposition leader, not the author of that decree. He live-streamed, climbed a fence, and helped force a 190–0 Assembly vote to lift it. Store his role honestly.

The 3 June 2025 election (49.42 percent, 79.4 percent turnout) and 4 June oath are completed rotations after the Constitutional Court removed Yoon on 4 April 2025. Livelihood-recovery coupons from 21 July 2025 are a completed household instrument. The Yellow Envelope Act of 24 August 2025 is a completed labour statute, effective March 2026. The 25 August 2025 White House meeting and 29 October 2025 Gyeongju APEC fact sheet are completed alliance-and-tariff instruments. 3 June 2026 local elections returned the Democratic Party in 12 of 16 metropolitan races. Han Seong-sook took the premiership on 1 July 2026.

Shared responsibility, and what the score does not say

The score does not say that every Daejang-dong won is a unique later personal theft. It does not say that a 1 May 2025 remand is a completed unique prison term. It does not convert a 2016 Seongnam voucher into a 2025 statute. It does not treat Lee as the author of Yoon’s decree. Confidence is high on NEC prints, the oath, and named court dates, and medium where untried counts, later CPI, and OPCON talks sit between a speech and a welfare indicator.

Official carriers include the presidential office (https://english.president.go.kr/ (opens in a new tab)), NEC, the Assembly, and contemporaneous Yonhap (https://en.yna.co.kr/ (opens in a new tab)) and Reuters (https://www.reuters.com/ (opens in a new tab)).

A president is powerful enough to own those 2025 statutes. He is not powerful enough to be the unique author of a US tariff schedule or of a Supreme Court remand, and the dossier keeps that line visible. Keep 2010 Seongnam off a 2025 coupon. Keep 3 December 2024 off a 3 June 2025 ballot. If those distinctions feel pedantic, they are the alternative to a halo and the alternative to a cartoon.

The 2016 dividend, the 2024 fence, and the 2025 oath are different dates. Treat them as texts. A 2026 local print is not a 2028 certificate. He is still president in August 2026. Han, the Assembly, the courts, BoK, and USFK remain on the file so a brand cannot swallow them.

Questions

Is Lee Jae-myung under sanctions?

Yes. 25 August 2025: Lee meets Trump in the Oval Office after a pre-summit social-media scare (Presidential Office of the Republic of Korea). 15 June 2025: North Korean missile-and-two-state weather continues in the first months of Lee’s term (Presidential Office of the Republic of Korea).
