The power he actually held
Xi Jinping has been General Secretary of the Chinese Communist Party since 15 November 2012, President of China since 14 March 2013, and Chairman of the Central Military Commission throughout. As of August 2026 he still holds the three posts. The Party Constitution makes the General Secretary the convener of the Politburo Standing Committee. The state Constitution, after the 2018 amendment, no longer limits the presidency to two consecutive terms. It does not make him the author of an OHCHR assessment or of a WHO listing.

What went wrong, and what is proven
The NPC deleted the two-term limit on the presidency. Xi chaired the Party process that proposed it. He did not sit as every NPC delegate.
Hong Kong is a completed legal cluster, not a mood. The National Security Law of 30 June 2020 is an NPC Standing Committee statute applied in the SAR. The March 2021 electoral overhaul is an NPC decision. The Safeguarding National Security Ordinance of 23 March 2024 is a Hong Kong ordinance Beijing required; Carrie Lam’s successors implemented. He is not every prosecutor. He is the political principal who made those statutes possible.
Xinjiang is stored as two different instruments. Beijing’s August 2019 white paper describes a mass vocational-education and training programme. The OHCHR assessment of 31 August 2022 is a UN document that found possible crimes against humanity; it is not a criminal conviction and Xi did not write it.
The Shanghai lockdown of April 2022 is a municipal implementation of a central dynamic-zero campaign. The 4 February 2022 joint statement with Russia is a completed diplomatic text twenty days before the invasion of Ukraine. Live-fire drills around Taiwan after Speaker Pelosi’s visit are a CMC-era military instrument. The Cybersecurity Law, National Intelligence Law, and 2023 anti-espionage revision are enrolled statutes. The double-reduction rules closed most for-profit tutoring. The 2016 rejection of the South China Sea award is an MFA statement. The Galwan clash is a PLA-India incident under a CMC chairman. The 20th Party Congress confirmed a third term.
What improved, and how far
The climate file is real and incomplete. The 2020 UNGA pledge is a completed speech, not a 2060 inventory. Paris ratification is a depositary act. The national ETS opened on 16 July 2021. The 1+N carbon plan is a State Council cluster. The overseas-coal pledge is a UNGA sentence. The 2013 air-pollution action plan is a State Council text. Kunming-Montreal is a COP15 text China hosted; it is not a Chinese statute.
AIIB, RCEP, the 2017 Belt and Road Forum, and Power of Siberia first gas are dated. Sinopharm’s NMPA authorisation and the WHO emergency-use listing are health-regulator instruments. The three-child policy is a Politburo-era fertility rule. The 7 December 2022 zero-COVID exit ended the lockdown campaign.
Shared responsibility, and what the score does not say
The score does not say that every Uyghur detention is a personal homicide count. It does not say that a 2020 climate pledge rebates a 2018 term-limit repeal. It does not convert an NPC tally into a competitive election. Confidence is high on enrolled laws, white papers, and UN speeches, and medium where provincial public-security bureaux, PLA theatre commands, and Hong Kong prosecutors sit between a signature and a welfare series.

A General Secretary is powerful enough to own those statutes. He is not powerful enough to be the unique author of OHCHR, WHO, or a UNFCCC depositary, and the dossier keeps that line visible.
The Hong Kong law, the carbon pledge, the Russia statement, and the Shanghai lockdown are different events. Treat them as texts. Treat Xinjiang as a white paper and a UN assessment, not as a single adjective. If those distinctions feel pedantic, they are the alternative to a rally and the alternative to a cartoon.
