On 1 April 2022 Shanghai extended a phased lockdown into a citywide stay-at-home order covering about 25 million residents under the central dynamic-zero-COVID campaign.

Context

The National Health Commission and State Council held the dynamic-zero line. Shanghai’s municipal government implemented. Xi had publicly insisted on persistence with zero-COVID at the March 2022 NPC. He did not write every residential-compound notice. Food delivery, factory output, and household mobility collapsed for weeks.

The January 2020 Wuhan lockdown and the 7 December 2022 national exit are neighbouring different dates.

The General Secretary of the Chinese Communist Party, concurrently President of the People’s Republic of China and Chairman of the Central Military Commission, can set the Politburo agenda, nominate the State Council leadership, and command the armed forces. Why it matters
