On 11 March 2021 the National People’s Congress adopted a Decision on improving the electoral system of the Hong Kong Special Administrative Region, requiring a larger Election Committee and a vetting mechanism so that only ‘patriots’ administer Hong Kong.
Context
The Decision authorised the NPC Standing Committee to amend Annexes I and II of the Basic Law. Opposition parties had already been hollowed by the 2020 security law. Xi is the political principal of the NPC majority. He did not sit as Hong Kong’s returning officer.
The 30 June 2020 security law is a neighbouring earlier instrument. The 2024 Article 23 ordinance is a neighbouring later instrument.
The General Secretary of the Chinese Communist Party, concurrently President of the People’s Republic of China and Chairman of the Central Military Commission, can set the Politburo agenda, nominate the State Council leadership, and command the armed forces. He does not write UN General Assembly resolutions, OHCHR assessments, WHO emergency-use listings, or Hong Kong ordinances by himself.
Why it matters
The path is democratic-resilience: a completed vetting-and-committee redesign reduces expected competitive opposition in SAR elections.

What the sources establish
State Council of the PRC carries the official instrument or communique. Reuters records the same dated act independently.
Established: an 11 March 2021 NPC Decision requiring a patriots-govern-Hong-Kong electoral redesign, recorded by the State Council and by independent wires.
Not established: a unique later turnout coefficient, or that every later candidate disqualification was personally signed in Zhongnanhai.
The NPC Standing Committee later rewrote the annexes. Hong Kong implemented.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies NPC overhauls Hong Kong’s electoral system under a patriots-govern-Hong-Kong rule, not a later speech about NPC overhauls Hong Kong’s electoral system under a patriots-govern-Hong-Kong rule.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to The NPC adopted the Decision under a Party leadership he chairs. Hong Kong implemented. That limit is the alternative to treating office-holding as authorship of every later series. The National People’s Congress, the State Council, provincial governments, the People’s Liberation Army, Hong Kong’s executive, and foreign counterparties share specific files. Allegation is not a completed judgment. An OHCHR assessment is not a criminal conviction. A white paper is not a census. A UN pledge is not a delivered emissions path.
