On 23 October 2022 the 20th Central Committee of the Chinese Communist Party elected Xi Jinping General Secretary for a third term and Chairman of the Central Military Commission.
Context
The Congress had closed the previous day. Precedent since the 1980s had been two terms. The 2018 state-constitution amendment had already aligned the presidency. He did not sit as every Central Committee member. A new Politburo Standing Committee without an obvious successor was presented.
The 2018 term-limit amendment is a neighbouring earlier state instrument. The March 2023 NPC presidential vote is a neighbouring later state confirmation.
The General Secretary of the Chinese Communist Party, concurrently President of the People’s Republic of China and Chairman of the Central Military Commission, can set the Politburo agenda, nominate the State Council leadership, and command the armed forces. He does not write UN General Assembly resolutions, OHCHR assessments, WHO emergency-use listings, or Hong Kong ordinances by himself.
Why it matters
The path is democratic-resilience: a completed third term without a designated successor reduces expected leadership rotation inside a one-party system.

What the sources establish
State Council of the PRC carries the official instrument or communique. Al Jazeera records the same dated act independently.
Established: a 23 October 2022 Central Committee election of Xi to a third term as General Secretary, recorded by the State Council and by independent reporting.
Not established: a unique later growth coefficient, or that the vote was a competitive multi-candidate ballot in the ordinary civic sense.
The Central Committee voted. There was no competitive opposition party.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies 20th Party Congress confirms Xi for a third term as General Secretary, not a later speech about 20th Party Congress confirms Xi for a third term as General Secretary.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He was the candidate and incumbent. The Central Committee voted. That limit is the alternative to treating office-holding as authorship of every later series. The National People’s Congress, the State Council, provincial governments, the People’s Liberation Army, Hong Kong’s executive, and foreign counterparties share specific files. Allegation is not a completed judgment. An OHCHR assessment is not a criminal conviction. A white paper is not a census. A UN pledge is not a delivered emissions path.
