Identity and office
Li Qiang has been premier of China since 11 March 2023. He was Shanghai party secretary during the 2022 lockdown. Xi Jinping is the live principal who nominated the premiership. This run does not mint a twin and does not hang the page on territorial-revisionism.
The premiership chairs the State Council. That limit is the first fact about his 2023–26 power. The second is that the Shanghai lockdown preceded the appointment as a loyalty test, not as a rebate.
The lockdown file is dated. In spring 2022 Shanghai was closed for about two months under zero-COVID. Independent wires recorded food and medical-access failures. He was party secretary. The national policy was Xi’s. A unique death integer is not stored as size. December 2022’s sudden unwind, which Reuters later reported he pushed faster than planned, is neighbouring — not plus-padding of the lockdown.
The appointment file is official. On 11 March 2023 the NPC voted him premier. He is the first premier in decades without a prior central vice-premiership. That is completed concentration, not a reformer brochure.
Documented benefits
The offsets that a commissioned-positive portrait would lead with are real only where dated. A later growth print is neighbouring recorded weather. It is not a rebate of spring 2022.
Contributions and limits of responsibility
He enforced the Shanghai lockdown as party secretary. He accepted the 11 March 2023 appointment. He does not write PSC minutes.
Causal chain through facts
Spring 2022 weakens civic space via a completed megacity lockdown. 11 March 2023 strengthens the Xi-loyalist premiership. None of these hang on ukraine-war or territorial-revisionism. He connects to those mechanisms only through dated facts, not as a tag on a personality.
What the score does not say
This page does not promise an exact number. Direction on the lockdown cluster is negative. A later genuine transfer would be a different fact.
