Identity and office
Ferdinand Marcos Jr. has been president of the Philippines since 30 June 2022. He is not Ferdinand Marcos Sr. The 1972 martial-law proclamation is the father’s instrument. It is not stored as the son’s 1972 gazette. Sara Duterte, vice-president on the UniTeam ticket, is an unresolved person candidate. Rodrigo Duterte is unresolved. This run does not mint pages for them.
The return was sold as unity. On 30 June 2022, at the National Museum, he said he was not there to talk about the past and praised a man who “got it done” (Reuters (opens in a new tab); AP (opens in a new tab)). Survivors held a counter-oath. Rappler fact-checked inaugural claims including a “biggest electoral mandate” line. Those are neighbouring speech-checks, not a unique turnout coefficient.
In September 2022 a PCO-released ALLTV transcript had him saying the dictator label was “wrong,” martial law was necessary because “a war was really raging,” and “the victors wrote this history” (AP (opens in a new tab)). Textbook-change talk is neighbouring. It is not stored as a completed curriculum gazette.
Rights continuity is dated as monitors, not as a unique integer. Human Rights Watch’s January 2025 note recorded 841 drug-related deaths since he took office as a local monitor’s figure through mid-November 2024, continuing red-tagging, and refusal to cooperate with the ICC until later. That 841 is an estimate. This page does not convert it into Contribution.size.
On 11 March 2025 Philippine authorities arrested Rodrigo Duterte on an ICC warrant and flew him out. Marcos said he was obligated to respond to Interpol (Reuters (opens in a new tab)). Rights groups welcomed the handover and still recorded scant domestic prosecutions of commanders. Political sidelining of the Duterte household is neighbouring UniTeam weather. It does not erase continuing killings as monitored.
The flood-control file is on his watch. In 2025 he named ghost and substandard projects; Reuters recorded jail vows in November 2025 (Reuters (opens in a new tab)). The Ombudsman later described Martin Romualdez as a central figure. Peso estimates of leakage (Senate and Finance figures differ) are contested. This page does not pick one.
Documented benefits
The offsets that a commissioned-positive portrait would lead with are real only where dated. February 2023 additional EDCA sites are a completed alliance instrument (Reuters (opens in a new tab)). Joe Biden is the live US counterpart. They are not hung on territorial-revisionism. They are not a rebate of the oath.
Keeping the Second Thomas Shoal resupply after the 5 August 2023 water cannon is a completed political yes (Reuters (opens in a new tab)). Xi Jinping is the live counterpart. He did not write Beijing’s order.
Contributions and limits of responsibility
He spoke the oath and the interview. He authorised EDCA’s political yes. He kept the resupply. He announced the Duterte plane. He named flood-control corruption while a cousin sat in the speakership. Sharing execution with Comelec, DND, AFP, Interpol, DPWH, and later the Ombudsman is not a reason to drop the rows. It is a reason not to treat 1972 as his gazette and not to treat a PLAN water cannon as his Contribution.
Causal chain through facts
30 June 2022 and September 2022 strengthen dynastic-return and weaken civic space and electoral integrity. February 2023 EDCA strengthens military-alliance-cohesion as a recorded act. 5 August 2023 is recorded sea statecraft, not territorial-revisionism. 11 March 2025 and the flood-control cluster sit on civic space and institutional-corruption. He is not a Ukraine co-belligerent. He connects to those mechanisms only through dated facts, not as a tag on a personality.
What the score does not say
This page does not promise an exact number. Direction on the restoration-and-capture cluster is negative. EDCA and a resupply are recorded neighbouring acts; they are not stored as a rebate. A later estate judgment naming him, a completed textbook gazette, or a 2028 competitive transfer would be a different fact. Sara Duterte, Rodrigo Duterte, and Martin Romualdez remain names on this file, not invented biographies.
How should Ferdinand Marcos Jr be judged on Duterte, China and the US alliance?
Ferdinand Marcos Jr has moved the Philippines closer to the United States while presiding over an extraordinary rupture with the Duterte family that helped him win power. Those two shifts are connected by security politics but should not be collapsed into a single pro- or anti-China label. The accountability record is strongest where Marcos made formal decisions: expanding defense cooperation, directing the government’s response to Rodrigo Duterte’s arrest, and authorizing positions in maritime disputes.
In March 2025 former president Rodrigo Duterte was arrested in Manila and transferred to The Hague after an International Criminal Court warrant tied to alleged crimes against humanity in the drug war. Marcos said the Philippines acted through an Interpol request and law-enforcement process rather than by rejoining the ICC. The distinction matters. Duterte’s alleged crimes are not Marcos’s acts; Marcos’s responsibility lies in the decision to permit and execute the arrest process despite the political break with a former ally. Supporters described that as compliance with international law-enforcement obligations. Duterte allies called it betrayal and challenged the legality.
The South China Sea is the second major file. Marcos expanded access for U.S. forces under the Enhanced Defense Cooperation Agreement and strengthened military ties with Washington as confrontations with China intensified around disputed waters. That strategy can raise deterrence and improve the Philippines’ ability to defend its claims. It can also increase military-escalation risk by bringing U.S. forces and systems closer to a potential China conflict. The responsible question is not whether alliance cooperation is simply “escalation.” It is whether the added capability deters coercion more effectively than it increases the chance of miscalculation.
U.S. deployment of the Typhon missile system became part of that argument. China criticized the system as destabilizing; Philippine officials defended military modernization and alliance exercises. Marcos should be tied only to decisions his administration approved, not to every U.S. military posture choice in the region.
At the same time, Marcos has kept economic channels with Beijing open. Reuters reported in August 2026 that he remained interested in economic cooperation, including possible energy development, while insisting that the Philippines would not surrender sovereign rights. This is not a contradiction by itself. Small and middle powers often trade with a strategic rival while balancing against it militarily. The test is whether commercial deals compromise legal claims or whether security confrontation imposes avoidable economic costs.
The Marcos family legacy adds political sensitivity but should not substitute for evidence about the current president. Ferdinand Marcos Sr.’s dictatorship and corruption are historical facts; the son should be judged for what he says and does about that legacy, including efforts to frame it, but not assigned his father’s acts.
The strongest defense of Marcos Jr is that he has restored a clearer rules-based alignment with treaty allies while allowing legal processes against a powerful former president. The strongest criticism is that the same strategy can deepen dependence on Washington and intensify regional confrontation. The measurable record is therefore the balance between maritime coercion, defense capacity, economic exposure and institutional accountability at home.
