Net harmfulFormula-derived score

The through-line is a nuclear-and-missile programme built against binding UNSC resolutions, a camp system the 2014 UN Commission of Inquiry recorded as crimes against humanity, and from 2024 a co-belligerent logistics-and-manpower node for Russia’s war on Ukraine. A living hereditary ruler is scored on those instruments, not as a deterrence manager.

Editorial assessment (context, not the score)

The heaviest documented costs sit on three clusters, not on a personality adjective.

First, nuclear breakout against binding Council resolutions. The third test on 12 February 2013, the sixth test on 3 September 2017, and the Hwasong-15 flight on 28 November 2017 are completed tests. Resolutions 2375 (11 September 2017) and 2397 (22 December 2017) are the legal floor, not optional weather. They attach to missile-threat level and sanctions pressure, not to the 1949 nuclear-escalation-risk row.

Second, the camp system. The UN Commission of Inquiry’s public report of 17 February 2014 (A/HRC/25/63) recorded crimes against humanity and recommended ICC referral. The DPRK denied access. Camp population figures are contested and are not supplied here. UNGA resolution 69/188 of 18 December 2014 took note. That file hangs on civic space, not on the GULAG-era political-imprisonment row.

Third, co-belligerency on one Ukraine war. The Vostochny meeting of 13 September 2023, the June 2024 comprehensive strategic partnership (Article 4 mutual assistance; entry into force 4 December 2024), and later combat units on the Kursk axis are phases of facilitation of the same war that Vladimir Putin ordered. Shell-transfer volumes and troop headcounts are contested. This page does not invent them.

A Singapore joint statement is a completed meeting. It is not denuclearisation and is not stored here as a rebate of 2017. Confidence is high on UNSC texts, the COI, the Kremlin treaty publication, and contemporaneous Reuters/AP records, and medium where allied intelligence and later KCNA acknowledgements sit between a despatch and a welfare series. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Kim Jong Un has been supreme leader of the Democratic People’s Republic of Korea since December 2011. The office that signs treaties and commands the armed forces is his. It does not make him the author of a UNSC resolution or of a Ukrainian martial-law decree. It does make him the person who can order a nuclear test, keep a camp system closed to the UN, and send units under a mutual-assistance clause.

The nuclear file is completed tests, not adjectives. On 12 February 2013 the DPRK conducted its third nuclear test, the first on his watch (CTBTO (opens in a new tab); Reuters, 12 February 2013 (opens in a new tab)). On 3 September 2017 it conducted the sixth test. The Security Council adopted resolution 2375 on 11 September 2017 (S/RES/2375 (2017) (opens in a new tab)). On 28 November 2017 Hwasong-15 flew. Resolution 2397 followed on 22 December 2017 (S/RES/2397 (2017) (opens in a new tab)). Those are binding Chapter VII products, not weather.

The camp file is a UN finding, not a rumour. On 17 February 2014 the Commission of Inquiry presented A/HRC/25/63: crimes against humanity; ICC referral recommended; the DPRK had denied access (OHCHR / COI (opens in a new tab)). On 18 December 2014 the General Assembly adopted 69/188 taking note and encouraging Council action including ICC referral (A/RES/69/188 (opens in a new tab)). Inmate totals are contested. This page does not invent a headcount.

The war file is one driver. On 13 September 2023 he met Vladimir Putin at Vostochny (Kremlin (opens in a new tab)). In June 2024 they signed the Treaty on Comprehensive Strategic Partnership in Pyongyang. Calendar-day sources split 18 and 19 June; the Federation Council later recited 19 June. Article 4 is mutual assistance citing UN Charter 51. Kim’s ratification decree is dated 11 November 2024. The treaty entered into force on 4 December 2024 with exchange of instruments (Reuters, 4 December 2024 (opens in a new tab)). From October 2024 US, ROK and NATO officials reported combat units on the Kursk axis. Headcount and dead/wounded are contested. Later KCNA acknowledgements that units were sent “by order” of the Chairman under the treaty are the completed act. This page does not invent a unique casualty print.

Vladimir Putin ordered that war. Donald Trump is named for the 12 June 2018 Singapore joint statement: a meeting, not denuclearisation, and not a rebate of 2017. Kim Jong Il, Kim Jong Nam, Kim Yo Jong, Kim Ju Ae, and Choe Son-hui have no Factrail pages on this run.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated, and they are thin on this chain. Singapore did not dismantle a warhead. A 2018 moratorium later ended in completed ICBM flights. This page does not invent a social-policy halo to balance a sixth nuclear test.

Contributions and limits of responsibility

He ordered, signed, or publicly confirmed the instruments on this page. The KPA, the missile bureau, camp administrators, and later Russian commanders executed. The Security Council and the Commission of Inquiry did not. Sharing execution is not a reason to drop the row. It is a reason not to treat every later death in Kursk or every contested camp census as a personal homicide coefficient from 12 February 2013.

Causal chain through facts

Nuclear tests and ICBM flights strengthen missile-threat level and sanctions pressure. They do not hang on nuclear-escalation-risk (1949). The COI and UNGA 69/188 weaken civic space. They do not hang on prevalence-of-political-imprisonment (GULAG). He connects to those mechanisms only through dated facts, not as a tag on a personality.

What the score does not say

This page does not promise an exact number. Direction on this chain is negative: the documented instruments break nuclear resolutions, keep a camp system, and facilitate an interstate war. A later verified dismantlement, a competitive transfer of nuclear command, or a measured series that can be argued as a consequence of these instruments would be a different fact with a different date. Kim Jong Il, Kim Jong Nam, Kim Yo Jong, Kim Ju Ae, and Choe Son-hui remain names on this file, not invented biographies.
