On 30 June 2020 the Standing Committee of the National People’s Congress adopted the Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region. It was added to Annex III of the Basic Law and took effect at 23:00 the same day.
Context
The NPC had authorised the Standing Committee on 28 May 2020. Carrie Lam promulgated locally. Seizure, subversion, terrorism, and collusion offences carry up to life imprisonment. A central-government office was established in Hong Kong. Xi did not sit as the SAR’s chief executive. He is the political principal of the NPC Standing Committee majority that wrote the law.
The 28 May NPC decision, later electoral overhaul, and 2024 Article 23 ordinance are neighbouring later instruments.
The General Secretary of the Chinese Communist Party, concurrently President of the People’s Republic of China and Chairman of the Central Military Commission, can set the Politburo agenda, nominate the State Council leadership, and command the armed forces. He does not write UN General Assembly resolutions, OHCHR assessments, WHO emergency-use listings, or Hong Kong ordinances by himself.
Why it matters
The path is judicial independence and minority-rights protection: a national security statute with mainland agencies in the SAR narrows political speech and opposition organisation.

What the sources establish
Hong Kong Department of Justice carries the official instrument or communique. Reuters records the same dated act independently.
Established: a 30 June 2020 NPC Standing Committee law applied in Hong Kong from 23:00 that day, recorded in the SAR statute book and by independent wires.
Not established: that every later Hong Kong conviction was personally directed from Zhongnanhai, or a unique same-day rights coefficient.
The SAR executive promulgated. Local courts still hear cases.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies NPC Standing Committee enacts the Hong Kong National Security Law, not a later speech about NPC Standing Committee enacts the Hong Kong National Security Law.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to The NPC Standing Committee enacted the law under a Party leadership he chairs. The SAR executive promulgated. Local courts still hear cases. That limit is the alternative to treating office-holding as authorship of every later series. The National People’s Congress, the State Council, provincial governments, the People’s Liberation Army, Hong Kong’s executive, and foreign counterparties share specific files. Allegation is not a completed judgment. An OHCHR assessment is not a criminal conviction. A white paper is not a census. A UN pledge is not a delivered emissions path.
