On the night of 3–4 December 2024 President Yoon Suk Yeol declared emergency martial law. Lee Jae-myung, then Democratic Party leader, live-streamed a call for citizens to protect the National Assembly, climbed a fence onto the grounds, and helped gather the quorum. Lawmakers voted 190–0 to lift the decree; Yoon later formally withdrew it after about six hours. He did not author Yoon’s decree.

Context

Yoon authored the decree. Neighbouring 2025 snap election is a later child after impeachment and Constitutional Court removal on 4 April 2025. He did not sit as defense minister. An Assembly vote is still ordinary constitutional constraint.

April 2024 Assembly majority is a parent. 2025 snap election is a later child. Special-prosecutor cluster 2025 is a neighbouring cost path.

The President of the Republic of Korea is head of state and of the executive, appoints the prime minister with National Assembly consent, and commands the armed forces. The National Assembly enacts statutes. The Bank of Korea sets the policy rate. Courts, including the Supreme Court and Constitutional Court, judge. Chaebol boards, US Forces Korea, and provincial governments share later series. A Seongnam mayoral youth dividend or debt moratorium is not a 2025 statute. A criminal case must be stored with exact charge and judgment status — an allegation, indictment, first-instance finding, appellate acquittal, Supreme Court remand, or Article 84 stay is not a completed conviction if appealed, overturned, or pending. He did not author Yoon Suk Yeol’s 3 December 2024 martial-law decree.

Why it matters

The path is democratic resilience: a completed legislative lift of an unlawful martial-law decree, remaining Yoon authorship named.

What the sources establish

National Assembly of the Republic of Korea carries the official instrument or communique. Associated Press records the same dated act independently.

Established: 3–4 December 2024 decree, Lee’s fence-and-livestream, and 190–0 Assembly lift, independently reported.

Not established: that Lee authored the decree, or a unique later homicide coefficient from that night as his personal count.

Lee as opposition leader helped force the lift. Speaker Woo and 190 members voted. Troops withdrew.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Opposition leader Lee helps force an Assembly vote lifting Yoon’s martial-law decree, not a later speech about Opposition leader Lee helps force an Assembly vote lifting Yoon’s martial-law decree.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to Yoon declared. Speaker Woo and 190 members voted. Troops withdrew. That limit is the alternative to treating office-holding as authorship of every later series.
