António Guterres has been Secretary-General of the United Nations since 1 January 2017. The Charter makes him chief administrative officer. He can use good offices, convene, report, and invoke Article 99. He cannot enact a Security Council resolution, command a member-state army, write a US statute, or issue an ICC warrant. A communique is not a binding peace. Humanitarian operations run through agencies and host states. Neighbouring Council instruments, if they exist, are other rows.
As of 27 August 2026 he remains in office. His second term ends 31 December 2026. Successor selection is underway for 1 January 2027. Portuguese euro-entry, East Timor, and the 2002 resignation after local elections are premiership history, not unique later UN coefficients.
The sharpest documented costs that are dated and named are the 24 October 2023 Security Council briefing in which he said the 7 October attacks “did not happen in a vacuum,” a completed speech that polarised Israel while he also condemned Hamas (https://www.un.org/sg/en/content/sg/speeches/2023-10-24/secretary-generals-remarks-the-security-council-the-middle-east (opens in a new tab) ; https://www.reuters.com/world/un-chief-says-false-accuse-him-justifying-hamas-attacks-2023-10-25/ (opens in a new tab)); the 26 January 2024 UNRWA staff allegations and the donor freeze that followed; peacekeeping sexual-exploitation files that continued under Action for Peacekeeping; the 2023 Secretariat liquidity squeeze; and Russia’s 17 July 2023 exit from the grain initiative he had helped broker.
Afghanistan, August 2021, Sudan, April 2023, Myanmar’s February 2021 coup, Tigray access, 2021, MINUSMA’s 2023 drawdown, and Yemen famine-risk prints are humanitarian-access clusters under his good offices, not wars he ordered. COVID vaccine inequity sat beside his COVAX advocacy. Fossil-fuel expansion despite “code red” is a member-NDC file he convened but did not legislate. UNHCR’s 2024 displacement print and Red Sea shipping attacks are dated pressure. The 2015 Mediterranean peak sits on his UNHCR years.
He did not order the Gaza war or a ceasefire. He did not start or stop the war in Ukraine. He does not hold a veto. Store Council paralysis next door.
The 13 October 2016 appointment (A/RES/71/4; https://news.un.org/en/story/2016/10/542642 (opens in a new tab)) and the 18 June 2021 reappointment (A/RES/75/284) are completed Assembly instruments. UNHCR, 15 June 2005 is a completed High Commissioner start. The 22 July 2022 Black Sea Grain Initiative is a completed Istanbul text with Türkiye, Ukraine, and Russia (https://www.un.org/sg/en/content/sg/statements/2022-07-22/secretary-generals-remarks-signing-of-black-sea-grain-initiative (opens in a new tab) ; https://www.reuters.com/world/un-chief-says-deal-reached-export-grains-ukraine-2022-07-22/ (opens in a new tab)); he did not load the ships. The 19 August 2022 Zaporizhzhia visit is completed nuclear-safety weather with the IAEA, not a shutdown of the war. COVAX advocacy and the 23 March 2020 global-ceasefire appeal are completed Secretariat instruments, not a vaccine factory and not a binding peace. Action for Peacekeeping, 2018, Our Common Agenda, 10 September 2021, the Pact for the Future, 22 September 2024, UN80, March 2025, the SDG Summit, September 2023, and the 9 August 2021 IPCC “code red” statement are dated convening texts. Member NDCs remain member NDCs.
Article 99, 6 December 2023 is the Charter tool that is actually his (https://www.un.org/en/situation-in-occupied-palestine-and-israel/sg-sc-article99-06-dec-2023 (opens in a new tab)). A later US veto of a ceasefire draft is a neighbouring Council row. The 25 July 2026 Damascus visit is the first Secretary-General visit to Syria in 17 years after Assad’s fall; it is not a reconstruction cheque. The 25 August 2026 Hormuz/food remarks propose a fertilizer-transit mechanism; they do not reopen the strait (https://www.un.org/sg/en/content/sg/statements/2026-08-25/secretary-generals-remarks-the-security-council-conflict-and-food-security-food-under-fire-the-security-councils-role-mitigating-global-and-local-food-crises (opens in a new tab)).
The score does not say that every Security Council stall is a personal veto. It does not say that a grain corridor stopped the war. It does not convert Article 99 into a ceasefire. It does not treat every UNHCR, WHO, or UNRWA outcome as personal. Confidence is high on Assembly resolutions, the Istanbul signing, and the Article 99 letter, and medium where agencies, host states, and later series sit between a speech and a welfare indicator.
Related people are Zelenskyy, Putin, Netanyahu, al-Sharaa, Trump, Biden, von der Leyen, Macron, Xi, Abbas, Abiy, Ruto, Lula, Merz, and Starmer — counterparts who actually shared files.
He is not powerful enough to be the unique author of a Council resolution, a member-state war, or a US statute, and the catalog keeps that line visible. Keep 13 October 2016 off a 2026 Hormuz task force. Keep UNHCR 2005 off UN80. Keep an IPCC statement off a member NDC. If those distinctions feel pedantic, they are the alternative to a halo and the alternative to a cartoon.
He is still Secretary-General in August 2026. Agencies and host states remain on the file so a brand cannot swallow them.
