United States announces global baseline tariff and higher country rates

Liberation Day tariffs

President Trump proclaimed a 10 percent baseline duty and steeper rates for many trading partners, triggering market turmoil and negotiations.

Report

President Donald Trump announced a new global tariff regime on 2 April 2025, declaring a ten percent baseline duty on most imports and higher country-specific “reciprocal” rates for many trading partners. The administration invoked emergency economic powers and published a schedule of rates.

The country rates were not simple matches to foreign tariff schedules; the administration used a formula related to bilateral trade deficits and goods imports. Calling them “reciprocal” reflected the policy label rather than a one-for-one legal comparison of barriers.

Markets fell and governments prepared retaliation or negotiations. The administration later paused many higher rates while retaining the baseline and changing treatment for China and selected goods. The operative tariff therefore depended on product, origin and date, not only the 2 April chart.

Tariffs are collected from importers and can affect prices, margins, exchange rates and supply chains. Forecasts of revenue, factory relocation or consumer cost require behavioural assumptions. An announcement does not prove the final incidence.

The executive order and customs guidance establish the initial plan. The tariff chronology starts with the broad policy launch, separate from implementation, court challenges and subsequent revisions. It avoids treating the displayed rates as permanent facts after the administration itself altered the schedule.

Certain goods such as some critical minerals, pharmaceuticals and energy products were excluded or treated under other authorities. Those exceptions are essential to the canonical scope and prevent the baseline from being mistaken for literally universal coverage.
