Disinformation Prevalence
Disinformation prevalence is a continuing intensity meter: how far materially false or misleading content, produced or amplified with intent to deceive, occupies the public information environment. It is not the NEW event bundle RT / state disinformation ecosystem. Its strongest welfare pathway: it weakens WJP Rule of Law Index (global), a worse welfare reading.

What this driver is
Disinformation prevalence is a continuing intensity meter: how far materially false or misleading content, produced or amplified with intent to deceive, occupies the public information environment. It is not the NEW event bundle RT / state disinformation ecosystem. This node is the broader prevalence of coordinated falsehoods, cheapfakes, and paid amplification across platforms and languages.
The driver is not Digital Censorship (speech taken down), not Information-Environment Fragmentation (split publics), and not Media Freedom as a second name. Those neighbouring nodes can move with this meter. They do not replace it.
It applies globally as a time-varying intensity, with the live Factrail series using World Bank Voice and Accountability (GOV_WGI_VA_SC) as a disclosed, inverted proxy for 2020–2024. A higher raw WGI score means more voice and accountability; after inversion, a higher stored value on this driver means more of the named factor. The proxy is an observable lens, not a complete operational definition of disinformation. Missing 2025 releases stay missing. This page does not interpolate.
The documentary neighbourhood includes EEAS East StratCom / EUvsDisinfo since 2015, the 2017 FARA registration of RT’s U.S. unit, Council Regulation 2022/350, and later OFAC/State actions on the RT event bundle. Those instruments belong on disinfo-rt-ecosystem when they name those outlets.
Mechanism
Prevalence moves welfare through named channels.
First, production. States, parties, mercenary farms, and commercial click operations generate false or misleading items. Intent and coordination distinguish this driver from ordinary error. A genuine mistake is not this node.
Second, amplification. Recommendation systems, paid reach, botnets, and celebrity forwards multiply a item’s audience. Platform transparency reports and regulator files are the usual evidence. This page does not invent a unique impression integer.
Third, belief and behaviour. Exposed publics update votes, vaccines, and street mobilisation on the basis of a polluted feed. Correction is slow. A later fact-check does not automatically unwind a completed mobilisation.
Fourth, the proxy’s limits. Voice and Accountability mixes electoral integrity, media, and citizen participation. Correlation between a worse VA score and “more disinfo” is not proof that every movement in the series was caused by coordinated falsehoods.
Timing is hours for a viral item and years for a WGI annual point. A later dedicated disinformation index with a public methodology would be a better meter.
Evidence base
The live quantitative record is Voice and Accountability — Governance score (0–100) from the World Bank API (https://api.worldbank.org/v2/country/all/indicator/GOV_WGI_VA_SC?date=2020:2025&format=json&per_page=20000 (opens in a new tab)). Across the stored 2020–2024 observations the inverted, normalised series ran from 0.43523966 in 2020 to 0.44970528 in 2024. Those figures are real draws from the live driver, not a new invented coefficient. The conversion is mechanical: published score divided by 100, clamped to [0,1], inverted because higher raw VA is less of this driver.
Context sits at EUvsDisinfo (https://euvsdisinfo.eu/ (opens in a new tab)) and at the Official Journal for the 2022 RT/Sputnik broadcast prohibition, which is the event-bundle neighbour, not this meter.
This page does not invent a unique prevalence percentage, a unique bot census, or Contribution.size. Where WGI prints a governance score, that score stays on WGI.
Evidence is strongest for the stored proxy observations and for named outlet instruments on the neighbouring RT driver. It is weaker for the claim that every WGI movement was disinformation. It is weakest where a television adjective is asked to replace the series.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into civic judgement.
- WJP Rule of Law Index: direction lower rule-of-law performance when coordinated falsehoods degrade equal treatment, due process narratives, and trust in remedies. Horizon: months to years. Confidence: medium. A same-period correlation would not prove this impact. The indicator is higher-is-better. Strengthening disinformation prevalence is welfare-negative on that series.
Missing coefficients stay missing.
The welfare sign of strengthening this driver is negative for civic reliability. That is the opposite of treating a later fact-check widget as a rebate of a completed influence campaign.
Interactions and contested points
The mechanism interacts with Information-Environment Fragmentation, Political Polarization, the NEW RT event bundle, and Electoral Integrity when a campaign, a ban, and a WGI point sit in the same year. Reinforcement is obvious. Offsetting is the claim that more speech, including state media, is the cure. FARA is a disclosure statute; Regulation 2022/350 is a broadcast prohibition. Neither is this meter.
The strongest competing view is that the WGI Voice-and-Accountability proxy is too remote to carry “disinformation prevalence” at all, and that the node should wait for a dedicated series. That objection is serious. The competing defence is only this: the node already exists, it already has a disclosed inverted proxy and live observations, and an honest description is better than a template that pretends VA is disinformation.
A second competing view is that this node should be merged into disinfo-rt-ecosystem. It should not. RT is one state-export event bundle. Prevalence is the global intensity meter.
Not established: a unique Factrail prevalence coefficient or a universal causal magnitude from this proxy to WJP. A later dedicated series would update the meter.
