What this driver is

Milanović polarising presidency is one continuing Croatian mechanism: a head of state who prices a second term on dual-executive combat with Andrej Plenković, while dated Bosnia rhetoric (a 2022 third-entity support line) sits on the same office. It is a mechanism, not a constitutional-patriot brochure and not a Soviet-scope repression row.

The driver is not Franjo Tuđman’s 1990s presidency as a second name on this page. It is not Ukraine and not Karabakh. Neighbouring mechanisms — electoral integrity, civic space — can move with this file or against it. They do not replace it. A unique runoff integer as Contribution.size is not this node. It applies to Croatia from the 2022 Bosnia third-entity line through the 12 January 2025 runoff and the 1 July 2026 army-command clash. It is not hung on ukraine-war, nagorno-karabakh-war, eastern-drc-m23-rdf, or territorial-revisionism. Kosovo, Karabakh, 2014+ Ukraine, and Taiwan are not parked here.

The legal core is the N1 record of a 5 May 2022 statement that he would support a Bosnian Croat third-entity push; the State Electoral Commission runoff of 12 January 2025; and the 1 July 2026 HRT record of Plenković calling the Croatian Army not Milanović’s private fiefdom. A speech that calls the other man an errand boy does not change the mechanism.

Mechanism

The file moves welfare through named channels.

First, Bosnia rhetoric. On 5 May 2022 N1 recorded him saying that if Bosnian Croat parties pushed for a third semi-autonomous entity he would support the move, while calling the option extreme. Dragan Čović is named. He is not minted. The path is polarising presidency, not territorial-revisionism as a primary home.

Second, the second-term price. On 12 January 2025 AP recorded official results of more than 74 percent against Dragan Primorac. The presidency is mostly ceremonial. Reuters recorded that the president cannot veto laws but has a say in foreign policy, defence and security.

Third, the army file. On 1 July 2026 HRT recorded Plenković calling him an isolated grump after a clash over sending Croatian soldiers to a Paris parade and alleging unlawful treatment of Chief of the General Staff Tihomir Kundid. The army is not stored as a unique KIA integer. The stored instrument is the completed public dual-executive clash.

Fourth, office. He is head of state. He does not sit as the Sabor, as DIP, or as the European Commission. Sharing a NATO summit photo is not a reason to drop 1 July 2026. It is a reason not to hang this driver on ukraine-war.

Timing is days for a statement and years for a second term. A later genuine army-law gazette would be a new fact. It would not hang this driver on Glavlit or a unique entity-census integer invented here.

Evidence is strongest for the runoff figures and the HRT clash. It is weaker for any unique later army-order gazette. It is weakest where a constitutional-patriot slogan is asked to rebate the Bosnia line.

Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into voice-and-accountability series.

• Having a say in government: direction lower voice when a ceremonial presidency is used as a permanent dual-executive combat channel, with dated Bosnia rhetoric on the same office. Horizon: a reporting year. Confidence: high for the dated runoff and HRT clash.

An electricity-access or PISA path does not follow without a sourced channel. Education, CPI, and WJP padding are not this family.

The welfare sign of the driver on voice is negative: strengthening polarising presidency reduces a higher-is-better say-in-government reading. That is the opposite of treating 12 January 2025 as a civic dawn.

Interactions and contested points

The mechanism interacts with electoral integrity because a 74-percent runoff and a later army clash sit in the same term. Offsetting is the claim that HDZ corruption rebates every presidential insult. HDZ scandals are neighbouring on Plenković’s later page. They do not cancel 5 May 2022.

The strongest competing view is that a ceremonial president is merely commenting. Reuters recorded defence and security say. HRT recorded an army-command quarrel. This page stores those texts. It does not invent a unique later NATO-loyalty coefficient.

It is not. NATO and Ukraine speeches stay neighbouring.
