Montenegro PSD PM
Montenegro PSD PM is one continuing Portuguese mechanism: the Social Democratic Party president who on 2 April 2024 swore as prime minister of a Democratic Alliance minority cabinet after António Costa’s 2023 resignation, who on 11 March 2025 lost a confidence vote he himself tabled after the Spinumviva family-consultancy controversy, and who on 5 June 2025 swore again as prime minister of the 25th Constitutional Government after the 18 May 2025 snap, still without a majority.

What this driver is
Montenegro PSD PM is one continuing Portuguese mechanism: the Social Democratic Party president who on 2 April 2024 swore as prime minister of a Democratic Alliance minority cabinet after António Costa’s 2023 resignation, who on 11 March 2025 lost a confidence vote he himself tabled after the Spinumviva family-consultancy controversy, and who on 5 June 2025 swore again as prime minister of the 25th Constitutional Government after the 18 May 2025 snap, still without a majority. It is a mechanism, not a centre-right brochure and not a Soviet-scope repression row.
The driver is not a Chega twin. André Ventura is unresolved. It is not Ukraine. They do not replace it. A 2022 PSD leadership speech is not this node. This node is 2 April 2024 and 11 March 2025.
It applies to Portugal from the 2 April 2024 oath through the 2026 apply date, when Montenegro remained prime minister of the second minority cabinet. It is not proxy-war-intensity and not territorial-revisionism. It is not hung on ukraine-war.
The legal core is the 2 April 2024 presidential swearing-in recorded by the Portuguese government and Reuters, and the 11 March 2025 rejection of Moção de Confiança n.º 1/XVI/1.ª recorded by the Diário da Assembleia da República and Reuters. A speech that calls a minority PM a firewall against Chega does not change the mechanism.
Mechanism
The file moves welfare through named channels.
First, the oath. On 2 April 2024 President Marcelo Rebelo de Sousa swore Luís Montenegro and the XXIV Constitutional Government at Palácio Nacional da Ajuda. The Democratic Alliance held a reported 80 seats in a 230-seat Assembly. Chega was the third force. Montenegro had refused a formal pact with Chega.
Second, the confidence collapse. On 11 March 2025 the Assembly rejected the government’s own confidence motion after opposition parties, including the Socialists and Chega, refused to back it. Reuters and BBC recorded 142 votes against and 88 in favour, with no abstentions. The Public Prosecution Service later closed a preliminary Spinumviva file without charges (reported December 2025). This page does not store Spinumviva as a conviction. The completed instrument is the lost vote.
Third, the re-oath. On 5 June 2025 Montenegro swore the XXV Constitutional Government after the 18 May 2025 snap. Portugal.gov.pt records that oath. He remained without a majority.
Timing is an oath day and a confidence-loss day. A later genuine contest would be a new fact. It would not hang this driver on Glavlit or Ukraine.
Evidence base
The best evidence is the Portuguese government’s XXIV posse page, Reuters on the 2 April 2024 oath, the Assembly debate of 11 March 2025, and Reuters on the confidence collapse.

This page does not invent a unique later seat integer as Contribution.size. It does not invent a Spinumviva conviction. The December 2025 prosecutorial close without charges is stored as a close, not as innocence theatre that rebates 11 March 2025.
Evidence is strongest for the 2 April 2024 oath and the 11 March 2025 rejection as recorded. It is weaker where “firewall against Chega” is campaign language rather than a gazette statute. It is weakest where a technician slogan is asked to rebate the lost confidence vote.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into coalition-governability series, not into UCDP deaths as a family-template clone.
- Having a say in government: direction lower coalition governability when a minority PSD/AD cabinet after Costa’s resignation loses a confidence vote it tabled, then returns still without a majority. Horizon: a reporting year. Confidence: high for the dated oath and the dated rejection.
Family-template DII padding is not this family.
The welfare sign of the driver is negative: strengthening a majority-seeking right premiership that collapsed on a conflict-of-interest confidence vote is not a civic dawn. The 5 June 2025 re-oath is stored as continuity of that mechanism, not as a unique later plus-hero rebate.
Interactions and contested points
The mechanism interacts with political-polarization because the 11 March 2025 vote joined Socialists and Chega against the cabinet the PM had asked to confirm. Reinforcement is obvious when a minority oath and a self-tabled collapse sit on the same person. Offsetting is the claim that refusing a Chega pact rebates the file. Ventura is unresolved. The refusal did not prevent the 11 March rupture.
The strongest competing view is that a centre-right minority after eight years of Socialist rule is a democratic alternation that rebates Spinumviva. The Assembly still rejected the confidence motion. That date stays.
A second competing view is that this is ukraine-war because the 2 April 2024 inauguration speech condemned Russia’s invasion. It is not. Costa’s 2023 resignation is a different government’s fact and is stored as predecessor context, not as a minted Costa page.
Established: 2 April 2024 oath; 11 March 2025 confidence rejection; 5 June 2025 re-oath still without a majority. Not established: a unique seat-stock size, a Spinumviva conviction, or a minted António Costa or André Ventura page. It would not rename this driver as a technician success.
