What this driver is

Noboa gang-war presidency is one continuing Ecuadorian mechanism: the 8–9 January 2024 prison-break and live TV-studio seizure, the 9 January internal-armed-conflict decree that designated 22 groups as terrorists and sent the armed forces into the streets, repeated states of emergency, the 21 April 2024 security referendum, and the 24 May 2025 full-term oath after a 2025 runoff.

It applies to Ecuador from 23 November 2023 through September 2026.

The legal core is Decreto 111 of 9 January 2024 (internal armed conflict), the 22-group terrorist designation, the 21 April 2024 referendum that approved nine security measures including armed-forces public-security roles and extradition, and later emergency renewals the Constitutional Court repeatedly said were not substantiated as an armed conflict yet left in effect. A campaign adjective does not change those texts.

Mechanism

The file moves welfare through named channels.

First, a conflict decree. After José Adolfo Macías Villamar (“Fito”) escaped and gunmen seized a Guayaquil TV studio live, Noboa declared an internal armed conflict and ordered the military to neutralize designated groups. Reuters recorded the same week. Fito remains an unresolved name, not a Person.

Second, emergency cycle. Repeated states of emergency suspended rights and put soldiers on streets and in prisons. The Constitutional Court found the armed-conflict justification unsubstantiated and still allowed measures. Store both.

Third, referendum. On 21 April 2024 voters approved nine security questions and rejected two economic ones.

Fourth, full term. On 24 May 2025 he was sworn for a four-year term after the April 2025 runoff. Luisa González remains unresolved. A November 2025 referendum that rejected constitutional-assembly and bases questions is a later child.

Fifth, command. An Ecuadorian president can decree emergencies and order the armed forces. He does not sit as every prison warden or as the Constitutional Court. Sharing a “Bukele model” slogan is not a reason to hang Salvadoran exception statutes as his.

Evidence is strongest for a decree date, a referendum, and a Reuters same-week wire. It is weaker for any unique first-day prison-massacre coefficient. It is weakest where a Bukele photograph is asked to replace Decreto 111.

Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into civic-space and organised-violence series only where a sourced path exists.

An education, CPI, or WJP path does not follow from an Ecuadorian emergency decree without a sourced channel. Missing coefficients stay missing. This catalog does not clone family-template DII onto the node.

The welfare sign of strengthening this driver is negative where rights-in-ops and unsubstantiated conflict claims sit, mixed where a referendum authorised military public-security roles. Store the instruments.

Interactions and contested points

The mechanism interacts with blackouts (2024 drought-plus-grid) and with a 2025 rejected constitutional referendum. Reinforcement is obvious when an internal-conflict decree and IACHR disappearance measures sit in the same presidency. Offsetting is the claim that a Bukele-style mega-prison photograph rebates 9 January. Those are different states. They can be stored. They do not cancel the decree.

The strongest competing view is that the decree restored the monopoly of force. Arrests of high-profile leaders sat. Homicide later printed still-high years. Store both.

A second competing view is that this is Bukele. It is not. nayib-bukele is a live different Person. This run references him only as a live non-twin.
