Obiang resource kleptocracy
Obiang resource kleptocracy is one continuing domestic mechanism in Equatorial Guinea: a president who took power on 3 August 1979 and still holds it after a 2022 94.9 percent electoral-commission return, while US and French courts recorded his son’s corruption-proceeds assets and a personalist oil state left civic space near zero. Its strongest welfare pathway: it weakens Having a say in government, a worse welfare reading.

What this driver is
Obiang resource kleptocracy is one continuing domestic mechanism in Equatorial Guinea: a president who took power on 3 August 1979 and still holds it after a 2022 94.9 percent electoral-commission return, while US and French courts recorded his son’s corruption-proceeds assets and a personalist oil state left civic space near zero. It is a mechanism, not a Gulf of Guinea stability brochure and not a Soviet-scope repression row.
The driver is not a unique embezzled-dollar census invented here, not Ukraine, and not eastern Congo. Neighbouring mechanisms — electoral integrity, civic space, institutional corruption — can move with this file or against it. They do not replace it. A tourism slogan or a LNG-train photograph is not this node. This node is the 10 October 2014 US DOJ Kleptocracy settlement, the 27 October 2017 Paris correctional-court judgment, the 10 February 2020 Paris appeal, the 28 July 2021 Cour de cassation rejection, and the 26 November 2022 commission proclamation.
It applies to Equatorial Guinea from the 1979 coup as tenure start through the 2022 return. It is not proxy-war-intensity (1919–50) and not territorial-revisionism.
The legal core is the US civil-forfeiture settlement of 10 October 2014, the Paris judgments of 2017–2021, and the National Electoral Board proclamation of 26 November 2022. A speech that calls a 94.9 percent poll a popular mandate does not change the mechanism.
Mechanism
The file moves welfare through named channels.
First, recorded foreign-court asset recovery against the vice-president son. The US Department of Justice announced on 10 October 2014 a settlement under which Teodoro Nguema Obiang Mangue (Teodorín) would relinquish assets purchased with corruption proceeds, including a Malibu mansion, a Ferrari, and Michael Jackson memorabilia, with about $30 million in the settlement’s named pots. DOJ’s press statement also alleged he had amassed more than $300 million in assets on an official salary under $100,000. That “more than $300 million” is DOJ allegation language. It is not copied here as Contribution.size.
Second, French biens-mal-acquis judgments. On 27 October 2017 the Paris tribunal correctionnel convicted Teodorín in absentia of laundering the proceeds of misuse of corporate assets, public-fund diversion, breach of trust and corruption; three years’ imprisonment suspended; confiscation of seized French property. On 10 February 2020 the Paris Court of Appeal confirmed the conviction and confiscation and made a €30 million fine immediately payable. On 28 July 2021 the Cour de cassation rejected his pourvoi. Sherpa recorded those dates.
Third, electoral façade. On 26 November 2022 the National Electoral Board proclaimed Obiang president-elect with 405,910 votes, which the government press stated as 94.9 percent, turnout 98 percent. The United States said it had serious doubts about the credibility of the announced results. This page does not invent a unique fraud integer.
Fourth, dynastic signalling. Teodorín is vice-president and an unresolved person candidate. This driver does not mint a page for him. Sharing a household is not a reason to drop the US and French judgments from the father’s presidency file. It is a reason not to write “Obiang was convicted in Paris.” He was not the defendant. The judgments name the son.
Fifth, command. He is head of state and commander-in-chief of a personalist oil republic.
Timing is years for a forfeiture and hours for a 94.9 percent proclamation. A later genuine contest or a measured restitution series would be a new fact. It would not hang this driver on Glavlit or on Ukraine.
Evidence base
The best evidence is court and DOJ products plus the electoral-board proclamation.

This page does not invent an embezzled total beyond the named settlement pots and the named French confiscation order. Missing integers stay missing.
Evidence is strongest for a signed settlement and a Cour de cassation rejection. It is weakest where a 1979 coup speech is asked to rebate 2017.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into voice-and-accountability series.
- Having a say in government: direction lower voice when a 94.9 percent return and a convicted vice-president son sit on the same presidency. Horizon: a reporting year. Confidence: high for the dated court and commission products; medium where a global series mixes Equatorial Guinea with other states.
An electricity-access, PISA, or CPI path does not follow without a sourced channel. Education, CPI, and WJP padding are not this family.
The welfare sign of the driver on voice is negative: strengthening the kleptocracy file reduces a higher-is-better say-in-government reading. That is the opposite of treating a long oil presidency as a stability miracle.
Interactions and contested points
The mechanism interacts with electoral integrity, civic space, and institutional corruption when those instruments share a date with this presidency. Reinforcement is obvious when a 94.9 percent return and a Paris confiscation sit in the same decade. Offsetting is the claim, common in commissioned-positive coverage, that LNG trains or relative post-Macías security rebate the DOJ settlement or the 2017 judgment. Those are different mechanisms. They can be stored. They do not cancel 10 October 2014.
The strongest competing view is that the US and French cases are about the son only, so the father is clean. What the judgments established is the son’s laundering and confiscation. What they did not establish is a unique dollar total as the father’s Contribution.size. What they also did not establish is that the father was the Paris defendant. The presidency still owns the oil-state vertical in which the son served.
A second competing view is that 2022 was a competitive poll because two other names appeared. What the board established is 405,910 votes and a 94.9 percent share on the government press. The US recorded serious doubts.
Established: 1979 tenure start; 2014 DOJ settlement pots; 2017/2020/2021 French judgments; 2022 94.9 percent proclamation. Not established: a unique embezzled census, or that Obiang himself was convicted in Paris. It would not rename this driver as Gulf stability.
