Orsi Broad Front return
Orsi Broad Front return is one continuing Uruguayan mechanism: the 24 November 2024 runoff that returned Frente Amplio after Luis Lacalle Pou, the 1 March 2025 oath, a first year without a Diputados majority, the 26 November 2025 Búsqueda breakfast in which Orsi called Nayib Bukele “an example to analyse, not to follow”, the 26 March 2026 Plan Nacional de Seguridad with 79 actions, and the 22 June 2026 announcement that Army vehicles would patrol high-crime Montevideo barrios under police supervision.

What this driver is
Orsi Broad Front return is one continuing Uruguayan mechanism: the 24 November 2024 runoff that returned Frente Amplio after Luis Lacalle Pou, the 1 March 2025 oath, a first year without a Diputados majority, the 26 November 2025 Búsqueda breakfast in which Orsi called Nayib Bukele “an example to analyse, not to follow”, the 26 March 2026 Plan Nacional de Seguridad with 79 actions, and the 22 June 2026 announcement that Army vehicles would patrol high-crime Montevideo barrios under police supervision.
Neighbouring mechanisms — INE crime prints, PIT-CNT pension dialogue, Mercosur pro tempore — can move with this file or against it. They do not replace it. A history-teacher biography is not this node. This node is a competitive runoff plus a security plan that arrived a year in and an army-in-barrios instrument.
It applies to Uruguay from the 2024 campaign through the 2026 security plan and army patrols.
The legal core is the Corte Electoral 24 November 2024 runoff, the 1 March 2025 Legislative Palace oath, the March 2026 Plan Nacional de Seguridad presented to the Consejo de Ministros, and the June 2026 army-patrol announcement. A campaign adjective does not change those texts.
Mechanism
The file moves welfare through named channels.
First, a competitive return. On 24 November 2024 Orsi defeated Álvaro Delgado in a runoff after a 27 October first round. Lacalle Pou completed his term. That is a completed transfer.
Second, a delayed security plan. Interior minister Carlos Negro spent 2025 presenting axes (homicides, weapons, prisons) while the national plan was promised for 2026. On 26 March 2026 Orsi presented the Plan Nacional de Seguridad to ministers and the press. Senate interpellation of Negro sat as neighbouring legislative weather.
Third, Bukele as a talking point. On 26 November 2025, at Búsqueda’s breakfast, Orsi said Bukele was “an example to analyse”. That afternoon he clarified “not to follow”. Nayib Bukele is live. This node stores the remark. It does not mint a Bukele twin and does not hang a Salvadoran statute as Orsi authorship.
Fourth, army in barrios. On 22 June 2026 the government announced Army vehicles driven by military personnel would patrol selected Montevideo neighbourhoods with police supervision. That is a completed public-force instrument.
Evidence base
The best evidence is Corte Electoral counts, Presidencia communiqués, and same-week El País / Búsqueda / Ámbito wires.
Reuters recorded the 2024 runoff. Presidencia recorded the 2026 security-plan presentation. Búsqueda recorded the army-patrol announcement. El Observador recorded first-year approval prints as neighbouring opinion weather, not as Contribution.size.
Evidence is strongest for an oath date and a plan-presentation date. It is weaker for any unique first-day homicide rebate. This page does not invent one.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into polarisation and security-adjacent series only where a sourced path exists.
An education, CPI, or WJP path does not follow from a FA runoff without a sourced channel. Missing coefficients stay missing. This catalog does not clone family-template DII onto the node.
The welfare sign of strengthening this driver is mixed: a competitive handover is a plus on transfer; a year-late security plan and army-in-barrios instrument pull the security file negative unless a measured series with lag can be argued.
Interactions and contested points
The mechanism interacts with Lacalle Pou-dated pension reform (retirement age 65) that FA’s social dialogue later proposed to walk back toward 60. Reinforcement is obvious when a delayed plan and army patrols sit in the same first eighteen months. Offsetting is the claim that property crime fell 8–10% in year one. Quote INE/Interior.
The strongest competing view is that army patrols are a necessary presence. Store the announcement as an instrument. A later measured series would be a different fact.
Established: 24 November 2024 runoff; 1 March 2025 oath; 26 November 2025 Bukele remark; 26 March 2026 security plan; 22 June 2026 army-patrol announcement. Not established: a unique later homicide coefficient from the oath hour, or that Bukele’s Salvadoran statute is Orsi authorship. A later CPP statute or a Ministry of Justice law would be a new fact. It would not rename this driver as a 2005 FA renaissance. Sharing a Bukele talking point is not Salvadoran authorship.
What is documented
Yamandú Orsi won Uruguay's 24 November 2024 runoff and took office on 1 March 2025, returning the Broad Front to the presidency after one centre-right term. The transfer itself was routine in the best democratic sense: outgoing president Luis Lacalle Pou handed over the presidential sash, Orsi signed the transfer act, and the government described the event as forty years of uninterrupted democratic practice since 1985. The more difficult part of Orsi's file is public security. Uruguay has stronger democratic institutions than many regional peers but has faced persistent homicide, organised crime, prison, and drug-market pressures. On 26 March 2026 Orsi and Interior Minister Carlos Negro presented the National Public Security Plan 2025–2035. Those are commitments and instruments; they are not yet evidence that homicide fell because of the plan.
Who moves this driver
Yamandú Orsi moves the driver through the constitutional handover and through the government's security strategy. His decision to retain National Police director José Azambuya was presented as continuity rather than a purge, which matters for institutional capacity. The Broad Front's return should not be treated as inherently beneficial or harmful. The measurable questions are whether electoral alternation remains clean, whether citizens retain meaningful participation, and whether security policy reduces lethal violence without weakening rights or accountability.
Welfare pathways
The first pathway is Clean elections index: an opposition victory followed by a normal transfer supports the value of electoral competition. The second is Number of victims of intentional homicide per 100,000 population, by sex. The security plan explicitly targets violence and organised crime, but its effect on homicide is prospective and should be treated cautiously until outcome data exist.
The plan's breadth creates a second accountability test: implementation can be measured. Police recruitment, training, deployment, community-policing coverage, firearms measures, prison reforms, and justice changes can each be checked against dates and budgets rather than judged from a launch event. That matters because Uruguay's homicide problem is concentrated and can shift geographically or between criminal networks even when the national rate changes modestly. A credible assessment should therefore pair national homicide data with clearance rates, repeat victimisation, prison violence, firearm use, and local safety where available. Orsi's government also inherits institutions that predate the Broad Front's return, so continuity should not be mislabelled as a new presidential achievement. The useful question is whether the new administration preserves effective capacity, repairs weak points, and produces measurable safety gains without trading away due process.
What is uncertain
The clean transfer is observed; the security outcome is not. Homicide can move because of drug-market disputes, demographic change, policing tactics, incarceration patterns, firearms availability, and random year-to-year variation. A plan with many actions can also fail unevenly, with some measures implemented and others delayed. The body should therefore separate democratic continuity from security performance. Orsi's comments about foreign security models, including regional debate around Nayib Bukele, are politically relevant only where they become policy choices. Uruguay's welfare record should be updated from actual implementation and measured outcomes, not from the ideological label of the governing coalition.
