What this driver is

Plenković HDZ longevity is one continuing Croatian mechanism: a prime minister who has chaired three cabinets since 19 October 2016, priced a 2017 Agrokor extraordinary-administration statute, a 17 May 2024 Homeland Movement coalition, and a 15 November 2024 health-minister dismissal after an EPPO file. It is a mechanism, not a Eurocrat brochure and not a Soviet-scope repression row.

The driver is not Franjo Tuđman’s 1990s HDZ as a second name on this page. It is not Ukraine and not Karabakh. Neighbouring mechanisms — electoral integrity, civic space — can move with this file or against it. They do not replace it. A unique 60,000-jobs integer as Contribution.size is not this node. This node is 7 April 2017, 17 May 2024, and 15 November 2024.

It applies to Croatia from Lex Agrokor through the third cabinet and the Beroš dismissal. It is not hung on ukraine-war, nagorno-karabakh-war, eastern-drc-m23-rdf, or territorial-revisionism.

The legal core is the 7 April 2017 Law on Extraordinary Administration in Companies of Systemic Importance; the 17 May 2024 Sabor confidence vote for HDZ–Domovinski pokret; and the 15 November 2024 dismissal of Vili Beroš after an EPPO public-procurement file. A speech that calls the cabinet stable does not change the mechanism.

Mechanism

The file moves welfare through named channels.

First, Agrokor. In April 2017 the Sabor passed an extraordinary-administration statute for systemically important companies after Agrokor, then Croatia’s largest private employer, could not pay suppliers. Martina Dalić later resigned over the Borg/Hotmail drafting file. He remained. A unique later Fortenova valuation is not stored as a rebate.

Second, longevity by coalition rotation. On 17 May 2024 the Sabor confirmed a third Plenković cabinet with the Homeland Movement after an April election. POLITICO recorded the far-right coalition price. OSW recorded that the Serb SDSS was excluded from the new arithmetic. Third, minister turnover. On 15 November 2024 Beroš was dismissed after an EPPO investigation into health-sector public procurement. Croatian Wikipedia and cabinet records list a long sequence of dismissed ministers across three cabinets. A unique “30 ministers” integer is neighbouring journalism, not this Contribution.size.

Fourth, office. He chairs the government. He does not sit as EPPO, as the Sabor speaker, or as the European Commission. Sharing a von der Leyen photo is not a reason to drop 17 May 2024.

Timing is days for a statute and years for three cabinets. A later genuine completed personal conviction would be a new fact. It would not hang this driver on Glavlit or ukraine-war.

This page does not invent a unique 60,000-jobs integer as Contribution.size, and it does not invent a unique later Fortenova coefficient.

Evidence is strongest for the statute date, the 17 May vote, and the Beroš dismissal date. It is weaker for any unique later EPPO judgment. It is weakest where a Eurocrat slogan is asked to rebate Agrokor.

Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into voice-and-accountability series.

• Having a say in government: direction lower voice when a decade of HDZ cabinets is priced on extraordinary-administration statutes, a far-right coalition, and repeated minister dismissals after procurement files. Horizon: a reporting year. Confidence: high for the dated statute and cabinet vote.

An electricity-access or PISA path does not follow without a sourced channel. Education, CPI, and WJP padding are not this family.

The welfare sign of the driver on voice is negative: strengthening HDZ longevity as crisis-and-coalition arithmetic reduces a higher-is-better say-in-government reading. That is the opposite of treating 17 May 2024 as a civic dawn.

Interactions and contested points

The mechanism interacts with electoral integrity because three elections and three cabinets sit in the same person. Offsetting is the claim that euro and Schengen rebates every dismissal. Those accessions are neighbouring. They do not cancel 7 April 2017.

The strongest competing view is that a bookish Eurocrat merely kept the lights on. The statute, the far-right coalition, and the EPPO-adjacent dismissal are stored. This page does not invent a unique later NATO-loyalty coefficient.

It is not. Zoran Milanović remains the live counterpart on dual-executive combat.
