Rajoelina electoral contestation
Rajoelina electoral contestation is one continuing domestic mechanism in Madagascar: a former DJ who took power in the 2009 army-backed ouster of Marc Ravalomanana, returned via the 2018 ballot, then was certified 58.96 percent by the High Constitutional Court on 1 December 2023 after a boycotted 16 November poll with 46.35 percent turnout, and fled in October 2025 as parliament impeached him and CAPSAT took the palace. Its strongest welfare pathway: it weakens Having a say in government, a worse welfare reading.

What this driver is
Rajoelina electoral contestation is one continuing domestic mechanism in Madagascar: a former DJ who took power in the 2009 army-backed ouster of Marc Ravalomanana, returned via the 2018 ballot, then was certified 58.96 percent by the High Constitutional Court on 1 December 2023 after a boycotted 16 November poll with 46.35 percent turnout, and fled in October 2025 as parliament impeached him and CAPSAT took the palace. It is a mechanism, not a vanilla-island brochure and not a Soviet-scope repression row.
The driver is not the 2009 coup as a second name unless dated here. It is not Ukraine and not eastern Congo. Neighbouring mechanisms — electoral integrity, civic space — can move with this file or against it. They do not replace it. A unique protest-death integer is not this node. This node is the 2023 HCC return and the 14 October 2025 impeachment/flight.
It applies to Madagascar from the 2023 certification through the 2025 ouster. It is not proxy-war-intensity (1919–50) and not territorial-revisionism.
The legal core is CENI’s 25 November 2023 provisional 58.9 percent, HCC’s 1 December 2023 58.96 percent (2,858,947 votes) with Siteny Randrianasoloniaiko at 14.39 percent, and the 14 October 2025 National Assembly impeachment (130–1) after Rajoelina fled, as recorded by Reuters. A speech that calls 2023 continuity does not change the mechanism.
Mechanism
The file moves welfare through named channels.
First, a boycotted certification. Ten of thirteen candidates boycotted but remained on the ballot. Turnout 46.35 percent — opposition called it the lowest in the country’s history. HCC dismissed challenges including the runner-up’s.
Second, dual-nationality neighbourhood. Opposition demanded disqualification over 2014 French citizenship. This page records that as neighbourhood, not a unique Court finding invented here unless dated on the 2023 row.
Third, the 2025 ouster. Youth-led protests, army defections, flight, impeachment, CAPSAT takeover. Michael Randrianirina is unresolved. Rajoelina is no longer in office at the 2026 apply date.
Fourth, command. He was president through the 2023 poll. Sharing CENI tabulation is not a reason to drop 1 December 2023. It is a reason not to write that he personally counted booths.
Timing is days for a Court proclamation and hours for a 2025 palace fall. A later genuine contest would be a new fact. It would not hang this driver on Glavlit, Ukraine, or a unique protest-death integer invented here.
Evidence base
The best evidence is HCC’s 1 December 2023 proclamation and Reuters contemporaneous coverage of CENI and of the 14 October 2025 impeachment.
Reuters, 1 December 2023 (https://www.reuters.com/world/africa/madagascar-leader-wins-presidential-vote-constitutional-court-says-2023-12-01/ (opens in a new tab)). Reuters, 25 November 2023, on CENI’s provisional 58.9 percent and 46.4 percent turnout. Reuters, 14 October 2025, on impeachment and military takeover (https://www.reuters.com/world/asia-pacific/madagascars-president-dissolves-national-assembly-escalating-crisis-2025-10-14/ (opens in a new tab)).
This page does not invent a unique 2025 protest-death integer as Contribution.size.
Evidence is strongest for HCC percentages and the 14 October impeachment vote. It is weaker for any unique first-week protest census. It is weakest where a 2009 DJ biography is asked to rebate 2023.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into voice-and-accountability series.
- Having a say in government: direction lower voice when a boycotted 58.96 percent return is certified on 46.35 percent turnout. Horizon: a reporting year. Confidence: high for the dated HCC product.
An electricity-access or PISA path does not follow without a sourced channel. Education, CPI, and WJP padding are not this family.
The welfare sign of the driver on voice is negative: strengthening electoral contestation-as-closure reduces a higher-is-better say-in-government reading. The 2025 ouster is a later fact; it does not rewrite 1 December 2023.
Interactions and contested points
Reinforcement is obvious when a boycott and a 58.96 percent return sit together. Offsetting is the claim that 2018 was a peaceful return. 2018 can be stored as neighbourhood. It does not cancel 2023.
The strongest competing view is that HCC’s dismissal of challenges makes 2023 competitive. Ten candidates boycotted. Turnout was historically low. This page stores both.
A second competing view is that this is Soviet state-repression or Ukraine. It is not.
Established: 1 December 2023 HCC 58.96 percent; 46.35 percent turnout; 14 October 2025 impeachment. Not established: a unique protest-death census, or minted Ravalomanana/Randrianirina pages. It would not rename this driver as a stability success.
