Touadéra Wagner CAR
Touadéra Wagner CAR is one continuing domestic mechanism in the Central African Republic: the president who in October 2022 removed Constitutional Court president Danièle Darlan after a ruling that blocked a term-limit workaround, then on 30 July 2023 held a referendum that abolished presidential term limits and stretched the term to seven years, with Wagner/Africa Corps contractors as neighbouring security. Its strongest welfare pathway: it weakens Having a say in government, a worse welfare reading.

What this driver is
Touadéra Wagner CAR is one continuing domestic mechanism in the Central African Republic: the president who in October 2022 removed Constitutional Court president Danièle Darlan after a ruling that blocked a term-limit workaround, then on 30 July 2023 held a referendum that abolished presidential term limits and stretched the term to seven years, with Wagner/Africa Corps contractors as neighbouring security. It is a mechanism, not a fragile-democrat brochure and not a Soviet-scope repression row.
The driver is not a unique rebel-war death census invented here, not Ukraine, not Nagorno-Karabakh, and not eastern Congo. Neighbouring mechanisms — electoral integrity, civic space, capacity for peaceful transfer of power — can move with this file or against it. They do not replace it. This page does not mint PMC Person husks and does not mint ukraine-war. A unique diamond-export integer is not this node. This node is October 2022, 30 July 2023, and 21 August 2023.
It applies to CAR from the 2016 tenure through the 2023 Seventh Republic and the 2025 third-term poll. It is not proxy-war-intensity (1919–50) and not territorial-revisionism.
The legal core is the October 2022 presidential decree putting Darlan into retirement; the 30 July 2023 referendum; the 21 August Constitutional Court validation of 95.03 percent yes with 57.23 percent turnout; and the 30 August promulgation. HRW and BBC recorded Wagner-backed campaigning as neighbourhood. A speech that calls the text the will of the people does not change the mechanism.
Mechanism
The file moves welfare through named channels.
First, court capture. In October 2022 Touadéra issued a decree retiring Constitutional Court president Danièle Darlan after the court had blocked the referendum path. Darlan said Russian embassy officials had asked how to keep him in power. She refused. This page does not invent a unique integer.
Second, term-limit abolition. On 30 July 2023 a referendum was held. Opposition boycotted. The Court on 21 August validated 95.03 percent yes. Critics said turnout was far lower than the official 57.23 percent. Those instruments disagree. This page does not invent a unique turnout integer. The new text removed the two-term cap and stretched the mandate to seven years.
Third, Wagner neighbourhood. Reuters photographed Wagner officers around him during the July 2023 campaign. BBC recorded Wagner help. Those contractors are not minted as Person rows. Sharing security with Wagner is not a reason to drop 30 July 2023. It is a reason not to hang this file on ukraine-war.
Fourth, command. He is president and MCU leader. He handed the draft to the campaign directorate on 10 July. He promulgated on 30 August. Sharing ECCAS observer notes is not a reason to drop the date.
Timing is days for a decree and years for an unlimited septennat. A later genuine contest would be a new fact. It would not hang this driver on Glavlit, Ukraine, or a unique IDP stock invented here.
Evidence base
The best evidence is the October 2022 decree as reported, HRW on the referendum, S/2023/769, BBC, and RFI on the Court validation.
Human Rights Watch, 31 July 2023 (https://www.hrw.org/news/2023/07/31/referendum-threatens-democracy-central-african-republic (opens in a new tab)). BBC, 7 August 2023. S/2023/769. RFI, 21–22 August 2023. ConstitutionNet/Reuters on the Darlan removal, 31 October 2022.
This page does not invent a unique rebel-war integer or copy a contested turnout as Contribution.size.
Evidence is strongest for the dated decree, the 30 July vote, and the 21 August validation. It is weaker for any unique first-day casualty. It is weakest where a democracy-saved-by-Russia slogan is asked to rebate October 2022.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into voice-and-accountability series.
- Having a say in government: direction lower voice when a court president is retired to unlock a term-limit referendum. Horizon: a reporting year. Confidence: high for the dated decree and Court validation.
An electricity-access or PISA path does not follow without a sourced channel. Education, CPI, and WJP padding are not this family.
The welfare sign of the driver on voice is negative: strengthening Wagner-backed incumbency reduces a higher-is-better say-in-government reading. That is the opposite of treating 30 July 2023 as popular consultation.
Interactions and contested points
The mechanism interacts with electoral integrity because the 2016 two-term cap was the scheduled rotation. Offsetting is the claim that rebel war required unlimited tenure. Rebel files are neighbourhood. They do not mint ukraine-war.
The strongest competing view is that ECCAS observers found generally satisfactory conditions. S/2023/769 stores that note and the opposition contestation of the 57.23 percent turnout.
A second competing view is that this is ukraine-war because of Wagner. It is not. Evening waves never mint ukraine-war.
Established: October 2022 Darlan removal; 30 July 2023 referendum; 21 August Court validation. Not established: a unique turnout integer, a unique Wagner-KIA coefficient, or minted PMC Person rows. It would not rename this driver as democratic consolidation.
