Water Scarcity

Water scarcity stress is one continuing hydrology-and-allocation mechanism: whether renewable freshwater, storage, and rights are sufficient for people, farms, and cities without mining aquifers or cutting environmental flows. Its strongest welfare pathway: it weakens Proportion of population using safely managed drinking water services, by urban/rural (%), a worse welfare reading. The most recent of its 8 recorded facts is “Colorado River shortages deepened with a Tier 2a declaration for 2023” (16 August 2022).

What this driver is

Water scarcity stress is one continuing hydrology-and-allocation mechanism: whether renewable freshwater, storage, and rights are sufficient for people, farms, and cities without mining aquifers or cutting environmental flows. It is a mechanism, not a drought headline, not a dam brochure, and not a welfare score.

The driver is not drought risk, not climate crisis, not food-supply resilience, and not water-energy infrastructure resilience. Drought is a meteorological shock. This node is chronic scarcity and allocation. Climate crisis is the warming bundle.

It applies globally from AQUASTAT/World Bank freshwater-stress series through SDG 6.4.2. It is not ukraine-war.

The live series uses World Bank ER.H2O.FWST.ZS (level of water stress: freshwater withdrawal as a proportion of available freshwater resources, after environmental flow requirements). Stored points: 0.92123357 (2020), 0.91945333 (2021), 0.91829703 (2022). Those are the live observations. Missing later years stay missing. This page does not invent a unique withdrawal coefficient, a unique “people in water stress” integer, or Contribution.size. SDG 6.4.2 is the UN indicator class; AQUASTAT is the compiler.

Mechanism

Scarcity moves welfare through named channels.

First, withdrawal versus renewable supply. AQUASTAT’s stress ratio is the live meter. A higher ratio means more of available freshwater is already claimed. IPCC AR6 WG2 treats water as a first-order climate-impact channel.

Second, allocation. Irrigation, cities, industry, and environmental flows compete. A licence, a canal, or a cut-off date is the instrument, not a rainfall adjective.

Third, groundwater mining. When surface water is fully allocated, wells deepen. That is a delayed scarcity, not a drought year.

Fourth, quality. Salinity and pollution shrink usable supply without moving the withdrawal ratio.

Fifth, transboundary rights. They are not Person pages.

Timing is a season for a canal rotation and years for an aquifer. A later AQUASTAT year would update the meter. A desalination plant, a treated-wastewater reuse law, or a basin treaty with a date is a new fact.

Evidence base

World Bank ER.H2O.FWST.ZS (https://api.worldbank.org/v2/country/all/indicator/ER.H2O.FWST.ZS?date=2020:2025&format=json&per_page=20000 (opens in a new tab)) is the live meter. FAO AQUASTAT is the underlying compiler. IPCC AR6 WG2 is the climate-water assessment. UN-Water SDG 6 reports are the official progress texts (https://www.unwater.org/ (opens in a new tab)). Evidence is strongest for a published stress ratio and a dated basin treaty. It is weaker for any unique “people in water stress” integer invented here. It is weakest where a single dry year is asked to rebate chronic allocation, or where a dam brochure is asked to prove scarcity ended.

Effect on welfare indicators

  • Safely managed drinking water: direction lower access when withdrawals exhaust usable supply. Horizon: years. Confidence: medium. No invented headcount.
  • Prevalence of stunting: direction worse where irrigation and drinking water fail together. Horizon: years. Confidence: low as a global coefficient.
  • Under-five mortality: direction higher deaths only where unsafe water is documented. Confidence: low. No invented death size.

The welfare sign of rising scarcity is negative on those series.

Interactions and contested points

Interacts with drought risk, climate crisis, food-supply resilience, food-price pressure, and extreme heat exposure. Reinforcement is obvious when a heat year and a high stress ratio sit together. Offsetting is a desalination plant that does not appear in AQUASTAT yet.

The strongest competing view is that a global average stress ratio hides basin extremes. That objection is serious. This node stores the global series as lineage and does not invent a unique basin integer.

A second competing view is that desalination and reuse have already ended scarcity in rich coastal cities. Those plants can be stored as neighbouring facts. They do not cancel AQUASTAT stress where irrigation still takes the bulk of withdrawals.

Established: live 2020–2022 ER.H2O.FWST.ZS points; distinction from drought-risk and from climate-crisis. Not established: a unique Factrail thirsty-person count, a unique aquifer-drawdown coefficient, or that a single wet year reversed allocation. It would not mint a second water-scarcity driver.
