On 6 July 1997 Devlet Bahçeli was elected leader of Turkey's Nationalist Movement Party after the death of its founder Alparslan Türkeş. Under him the MHP came second in the 1999 election and joined Bülent Ecevit's coalition government, with Bahçeli as deputy prime minister.

Leadership succession, electoral gains and the coalition economic record

The succession that brought Devlet Bahçeli to the Nationalist Movement Party leadership followed the death of its longtime chief Alparslan Türkeş on 4 April 1997. Rival factions competed at extraordinary party congresses during May and July. On 6 July 1997 Bahçeli prevailed in the leadership contest. The MHP's own history records his selection that day and confirmation at an ordinary congress on 23 November 1997. Taking control of the party allowed Bahçeli to determine candidate selection and coalition strategy, although it did not grant an immediate national parliamentary mandate.

The outcome of the 18 April 1999 parliamentary election turned that internal victory into a national bargaining position. According to the Inter-Parliamentary Union's election figures, the MHP won 5,606,583 votes, or 18.06 percent, and 129 of 550 seats. It ranked second behind Bülent Ecevit's Democratic Left Party, which won 136 seats. The MHP entered a three-party coalition with Ecevit's party and the Motherland Party. Bahçeli became a deputy prime minister. The result showed the relevance of political competition: voters had substantially increased the parliamentary leverage of nationalist politics only two years after Bahçeli became leader.

The coalition confronted a severe currency and banking crisis in February 2001. An International Energy Agency assessment published amid the crisis described the Turkish energy sector’s dependence on structural reform and the pressure of supply costs. The 2001 crisis and its aftermath increased attention to energy-price volatility, particularly the budgetary and household consequences of changing energy prices. Energy and economic stabilization policy was a collective cabinet responsibility rather than an initiative signed solely by Bahçeli. Turkey's 2002 general election then removed the MHP from parliament after it failed to cross the national threshold. The 1997 leadership contest thus set the stage for both the party's rapid 1999 rise and political accountability for a troubled governing coalition.
