From 1953 the PRC treated the First Five-Year Plan as binding political-economic policy: Soviet-aided steel, coal, machine-building, and power projects, with agriculture squeezed to pay. Mao’s party set the political tempo; Gosplan-style offices drafted numbers. This is industrial-policy activism, not backyard steel and not a famine.

Context
