On 5 May 1958 the second session of the Eighth Party Congress adopted the General Line of the Great Leap Forward. People’s communes, backyard furnaces, and impossible grain and steel targets followed. Mao Zedong was the political author of the tempo. From 1959 through 1961 China experienced a famine in which tens of millions died of starvation and related disease according to later demography. This catalog does not invent a death census of its own.
Context
Collectivization had already removed household grain control. Cadres inflated yields; the state procured as if the lies were true. Grain was exported and used for urban and foreign-policy goals while villages starved. Weather existed; it does not explain the political procurement. Peng Dehuai’s 1959 protest is the next Fact, not this one.
Why it matters
Direct contribution. High confidence that Mao’s policy produced mass starvation; medium confidence on any single death total. Modernization language is not accepted as an offset here.

Established: the May 1958 General Line launched the Leap, and a famine followed in 1958–62. Not established: a unique Factrail fatality number, or that weather was the main cause, or that local cadres acted without a centre.
Confidence is stated on the impact path, not hidden in adjectives. Mixed effects of The Eighth Party Congress second session launches the Great Leap Forward, producing famine are separate paths.
Later competitions, monuments, translations, UNESCO listings, museums, and adaptations are not converted into extra lifetime acts.
The contribution type is direct. That reading is an impact-path choice, not a property stored on the Fact itself.
Shared responsibility is part of The Eighth Party Congress second session launches the Great Leap Forward, producing famine. Naming Mao Zedong does not delete co-authors, institutions, or later transmitters. The lag from 1958-05-05 to any measured indicator is not treated as zero. Alternative explanations — weather, other armies, later statutes, or independent cultural change — remain live where the sources do not close them.
