On 15 April 535 Justinian issued Novel 8, abolishing the sale of provincial governorships (suffragium), raising some official stipends, and imposing an oath. The constitution is a dated anti-corruption instrument. Procopius later claimed the court still sold offices. That pamphlet does not erase the Novel and does not prove a clean administration.
Context
John the Cappadocian’s reputation is the background. Theodora’s household is accused in the same pamphlet. A law against purchase is still a public standard. Confidence on welfare sign stays medium because enforcement is the unknown. Later Novels repeat similar complaints, which is evidence of persistence.
Confidence is stated on the impact path, not hidden in adjectives. Secret History claims the opposite; both are evidence of a fight, not a tape of purity. Mixed effects of Novel 8 forbids the sale of provincial offices are separate paths.

What the sources establish
Scott’s Novellae carry Novel 8. Britannica’s Justinian biography independently notes administrative reform attempts. The Secret History independently alleges continued sale, which is source-criticism context. The two URLs differ.
Established: Novel 8 of 15 April 535 forbade sale of provincial offices. Not established: that purchases ceased, or that Procopius’s contrary anecdotes are dated court minutes.
