On 12 July 1999, senior Revolutionary Guards commanders sent President Mohammad Khatami a letter warning that their patience was running out over the government's handling of unrest after attacks on student demonstrators. Mohammad Bagher Ghalibaf, then a senior Guards air-force commander, was among the signatories reproduced by the Iran Data Portal. The letter followed days of protests that began after a violent raid on a Tehran University dormitory and expanded into a national political crisis.
The commanders told the elected president that they could no longer tolerate the situation if the government did not act. The letter did not order a specific arrest or shooting, but Ghalibaf personally joined a military warning aimed at pressuring civilian authorities during a protest movement.
