Sovnarkom decree launches the Red Terror after the Lenin assassination attempt

On 5 September 1918, after the 30 August shooting of Lenin by Fanny Kaplan and the killing of Uritsky, Sovnarkom issued a decree on the Red Terror: isolation of class enemies in camps and shooting of those involved in White Guard organizations. In the causal graph this event strengthens State Repression, a driver that strengthens Number of victims of intentional homicide per 100,000 population, by sex (victims per 100,000 population) — a worsening welfare path.

On 5 September 1918, after the 30 August shooting of Lenin by Fanny Kaplan and the killing of Uritsky, Sovnarkom issued a decree on the Red Terror: isolation of class enemies in camps and shooting of those involved in White Guard organizations. The Cheka shot hostages in Petrograd, Kronstadt and elsewhere.

Context

White terror existed independently. That does not repeal this decree. Kaplan’s attempt is the immediate trigger, not the legal content.

Shared responsibility with other offices is part of the record. Sharing is not a reason to drop this person's documented role, and it is not a reason to treat every later consequence as their handwriting.

Why it matters

Strengthens state-repression. Direct contribution. High confidence on the decree.

Who was responsible

Contribution type and responsibility level for each recorded actor — not sole-author shorthand.

  • Direct responsibility

    responsibility level 0.8 · verified

Sovnarkom, which Lenin chaired when conscious, issued the 5 September decree. The Cheka implemented mass shootings. He had already endorsed hostage policy.

What the sources establish

The 5 September decree is official. Britannica and Melgunov/Leggett independently record the shootings. Cheka reports give orders-of-magnitude counts, not a Factrail census.

Later commission estimates are attributed to those commissions.

Established: the 5 September 1918 Red Terror decree and subsequent mass shootings. Not established: a Factrail-original execution total.

Central files can show that an order was issued; they cannot reconstruct every locality's implementation. Memoir and literary evidence is independent texture, never the sole causal source. Official statistics of the period are treated as claims with known incentives. Later archival openings and museum publications are independent or successor-state records. The contribution is direct where this person signed, chaired, or issued the act, and remains bounded by other offices that had to act. Readers who want the welfare path should open the named driver rather than treating a portrait as the mechanism.
