CTh 16.1.2, issued from Thessalonica to the people of Constantinople, names Damasus and Peter of Alexandria as the measure of Catholic faith. Britannica: prescribed without consulting ecclesiastical authorities; first documentary use of Catholic Christians in this sense. Not a 391 temple law. Not an overnight ban of all paganism.

What the sources establish
Fordham’s Book XVI extract prints Cunctos populos as an edict that all peoples under the emperors should follow the religion of Damasus and Peter of Alexandria. Britannica independently records the 28 February 380 creed-edict.
Theodosius I did not file a later UNESCO form, a later Loeb colophon, or a later museum label as a personal act.
