Context
The Lord Chancellor announced the change in July 2024 to defuse prison crowding. The Criminal Justice Act 2003 (Requisite and Minimum Custodial Periods) Order 2024 changed the automatic release point. Sexual offences, specified serious violence, terrorism, and domestic-abuse-connected offences were excluded. Starmer owned the overcrowding choice as Prime Minister; Shabana Mahmood (then Lord Chancellor) ran MoJ. Probation still supervised. A later Sentencing Act 2026 is a neighbouring, larger change under the same government and then Burnham.
The July announcement, the Order’s making, Tranche 2 on 22 October 2024, and the 2026 Sentencing Act are different dates.
The Prime Minister of the United Kingdom is First Lord of the Treasury and chairs Cabinet. He does not enact statutes alone. Parliament enacts; courts review; the Home Office, DWP, HMT, MoJ, DESNZ and NESO implement. After 20 July 2026 he is a backbench MP for Holborn and St Pancras, not the author of Andy Burnham’s instruments. Office-holding is not authorship of every later welfare series. Allegation is not a completed judgment.

What the sources establish
Ministry of Justice carries the official instrument or communique. Reuters records the same dated act independently.
Established: first SDS40 tranche releases on 10 September 2024 under the 2024 requisite-period Order, with published MoJ counts.
Not established: a unique later crime-rate coefficient from that morning, or that excluded offence classes were in Tranche 1.
The Lord Chancellor made the Order. Prison governors and probation implemented.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies SDS40: first tranche of 40 percent standard determinate sentence releases, not a later speech about SDS40: first tranche of 40 percent standard determinate sentence releases.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He owned the overcrowding policy as Prime Minister. The Lord Chancellor made the Order. That limit is the alternative to treating office-holding as authorship of every later series.
