2023 United Nations Climate Change Conference

Governments began negotiations centred on the first global stocktake of Paris Agreement progress, finance, adaptation and the future of fossil fuels.

Report

The twenty-eighth United Nations Climate Change Conference opened in Dubai on 30 November 2023. Parties met to complete the first global stocktake under the Paris Agreement, assessing collective progress on emissions, adaptation and support against the treaty's goals.

The conference was hosted by the United Arab Emirates and led by Sultan Ahmed al-Jaber, who also headed the national oil company. That dual role prompted conflict-of-interest concerns. The presidency said it could bridge sectors; the concern is relevant context but not proof that every negotiating outcome was dictated by the host.

On the first day, parties operationalized new loss-and-damage funding arrangements and governments announced initial pledges. Pledges are not identical to money disbursed, and the fund's eventual adequacy depends on continuing contributions, access and governance.

The agenda also covered renewable energy, efficiency, methane, adaptation and the wording of fossil-fuel commitments. Side initiatives involving subsets of countries did not carry the same status as consensus decisions adopted under the UN process.

UNFCCC records establish the opening and formal programme. This article stops before the final outcome on 13 December, represented separately. Keeping the two events distinct shows that the call to transition away from fossil fuels emerged through contested negotiation rather than being settled when delegates arrived. Observer events and negotiated sessions also carried different procedural weight.
