COP29 agrees new $300 billion annual climate-finance goal

2024 United Nations Climate Change Conference

Developed countries committed to lead mobilization of at least $300 billion a year by 2035 within a wider effort to scale finance to $1.3 trillion.

Report

Parties at COP29 adopted a new collective climate-finance goal in Baku on 24 November 2024. The decision called for developed countries to take the lead in mobilizing at least 300 billion US dollars a year for developing countries by 2035 from a wide variety of sources.

The text also called on all actors to work toward scaling finance flows to at least 1.3 trillion dollars per year by 2035. The larger figure was an overall aspiration involving public and private sources, not a direct binding pledge by developed-country governments alone.

Many developing countries criticized the 300-billion target as inadequate and the adoption process as exclusionary. Negotiators had sought much larger public funding given debt constraints and the costs of mitigation, adaptation and loss and damage. Consensus adoption did not mean satisfaction or equitable burden-sharing was settled.

Counting rules, grant versus loan quality, access and additionality determine the real value of finance. A nominal target ten years ahead is not evidence that funds were delivered on adoption day. Inflation and exchange rates also affect purchasing power.

The UNFCCC decision establishes the agreed language. This item records creation of the post-2025 goal, separate from later roadmaps and payments. It neither dismisses the institutional commitment nor presents headline numbers without explaining who is expected to lead and what remains voluntary or undefined.

The prior 100-billion-dollar goal had been missed on its original timetable, making trust and delivery central to the talks. Historical underperformance is relevant context but does not by itself prove how much of the new goal will be met by 2035.
