The power he actually held
Frans Timmermans ran the Commission’s climate file from 2019 to August 2023, after a Juncker-era First Vice-Presidency on the rule of law. The President assigns portfolios. He does not cast the Council’s votes and he does not write Parliament’s amendments. A vice-president who shepherds Climate Law, Fit for 55, EUDR, and a pesticide file that later dies is not a bystander. He is also not a law-giver alone.
That limit is the first fact about his power. The second is that daily ownership still moves welfare. The live score has to read those instruments as co-legislated texts, not as a green brand or as a peasant-war cartoon.
What went wrong, and what is proven
The SUR withdrawal happened after he left, on a file his Green Deal and Farm to Fork had made a pesticide-reduction instrument. Farmer protests and no Council majority killed it. Recording it on his graph is fair because he owned the parent programme; recording it as his personal 2024 decree is not.
CAP strategic plans diluted Farm to Fork alignment while he was still in the College. He lost parts of that fight to agriculture ministers. The gas-and-nuclear taxonomy label was another College defeat: he opposed a wide gas listing; France and others had the votes. Dutch nitrogen is a court act he later campaigned on; farmer revolt and the 2023 election loss are the national price. Leaving the Commission mid-mandate reduced near-term climate capacity in Brussels.
ETS2 and the cars 2035 path have household and industrial costs that the Social Climate Fund was meant to offset, not erase. Just Transition rhetoric did not stop Eastern coal regions from fighting the 2030 path. That is politics, not a secret extra statute.
What improved, and how far
The Green Deal of 11 December 2019 was a programme. The Climate Law made 2050 neutrality and a 55 percent cut binding. Fit for 55 was the operating package: ETS revision, CBAM, effort sharing, cars CO2, LULUCF, energy efficiency. EUDR and a compromised nature restoration statute sit on the same tree. Von der Leyen presented; he ran the days.
The Just Transition Fund, the basic taxonomy regulation, methane and biodiversity strategies, REPowerEU’s renewables chapter, and a Green Deal Industrial Plan are later or parallel instruments. As First Vice-President he opened Article 7 on Poland in 2017 — a rule-of-law act, not a climate statute, and not a Council sanction.
Shared responsibility, and what the score does not say
Ursula von der Leyen, co-legislators, agriculture ministers, Thierry Breton on industrial-climate, and Dutch voters are not extras. A regulation is a Council and Parliament act on a Commission proposal. Treating Timmermans as sole author of Union climate law, or as a bystander on SUR and nitrogen, would be the same error in opposite directions.
The score does not say he enacted Union law alone. It does not say SUR was a peasant massacre. It does not convert a Dutch election loss into a climate finding. It does not say ETS2 already cut household bills. Confidence is high on EUR-Lex and on his resignation date, and only medium where CAP implementation, farmer politics, 2030 inventories, and member-state nitrogen schemes sit between a proposal and a welfare indicator.
