Editorial assessment (context, not the score)

The emirate after 2013 is not a World Cup saint and not a single-issue gas footnote. The heaviest documented costs are the kafala construction machine, migrant wage theft, a World Cup built on that labour, LNG expansion, and a Hamas political office that sat in Doha while Gaza burned. Those rest on ILO, HRW, Supreme Committee, and wires. The live composite is formula output from those paths plus blockade survival, 2020 labour-law changes, Afghanistan evacuation, Gaza ceasefire mediation, and Europe-bound LNG; this paragraph is not the score.

The offsets are dated. A 2017 blockade he did not start is still a household shock he had to manage. Al-Ula ended it. ILO presence and a non-discriminatory minimum wage are completed labour instruments, not a living-wage miracle.

He does not sit as a FIFA councillor by himself and he does not command Hamas brigades. Confidence is high on emiri accession, blockade dates, and World Cup opening, and medium where contractors, Al Jazeera editors, and mediation back-channels sit between a signature and a welfare indicator.

Expert analysis

An excerpt; the full analysis opens on request.

The power he actually held

Tamim bin Hamad Al Thani has been emir of Qatar since 25 June 2013. The 2004 constitution still names an emir who appoints the PM. QatarEnergy still has a board. He is powerful enough to host a World Cup and a Hamas office. He is not the unique author of a FIFA vote or of a 7 October attack.

What went wrong, and what is proven

The sharpest documented labour cost is the kafala construction machine behind stadiums. The Guardian and ILO documented deaths and wage theft. A 2020 minimum wage and job-mobility law is a completed reform; 2022 oversight still found gaps. Hosting Hamas’s political office is a dated diplomatic choice, not authorship of 7 October. North Field LNG expansion is a fossil-production instrument. Al Jazeera’s civic mixed file includes both blockade-era information access and documented editorial alignment with the emiri line.

What improved, and how far

Accession is a completed dynastic transfer. The 2017 blockade was imposed on him; surviving it with Turkish and Iranian channels is a resilience file, ended at Al-Ula. Afghanistan evacuation used Doha’s Taliban channel.

Official carriers used in the graph include the Amiri Diwan (https://www.diwan.gov.qa/ (opens in a new tab)), ILO Doha materials (https://www.ilo.org/ (opens in a new tab)), UNFCCC and QatarEnergy, White House and UN mediation notes, and contemporaneous Reuters reporting (https://www.reuters.com/ (opens in a new tab)).

Shared responsibility, and what the score does not say

The score does not say that every stadium death is a personal homicide. It does not say that hosting Hamas is ordering rockets. It does not convert a World Cup opening into a labour miracle. Confidence is high on accession, blockade, and tournament dates, and medium where contractors, mediators, and Al Jazeera sit between a signature and a welfare series.

Related people on this page are blockade counterparts, Abraham and Gaza counterparts, and energy counterparts: MBZ, MBS, Erdoğan, Netanyahu, Biden, Trump, Macron, Putin, Xi, Sisi, Guterres, Abiy.

An emir is powerful enough to own those labour laws and that tournament. He is not powerful enough to be the unique author of FIFA or of a Hamas brigade, and the dossier keeps that line visible.

The 2017 file is two instruments, not one mood: the four-state rupture he did not write, and the Iran–Turkey corridors he did open. Treat them as dates. Treat the World Cup as an opening ceremony plus a decade of kafala, not as a single adjective. Treat Gaza as a political office, a payment channel, and a November 2023 pause, not as a unique rocket. If those distinctions feel pedantic, they are the alternative to a rally and the alternative to a cartoon.
