Forced-Displacement Scale
Forced displacement scale is a continuing meter of how many people have been driven from home by persecution, conflict, violence, or serious disturbance, whether across a border or inside one. Its strongest welfare pathway: it strengthens People Internally Displaced by Conflict and Violence (IDMC), a worse welfare reading. The most recent of its 175 recorded facts is “Russian glide-bomb attack on Kharkiv kills six and injures 59” (5 October 2026).

What this driver is
Forced displacement scale is a continuing meter of how many people have been driven from home by persecution, conflict, violence, or serious disturbance, whether across a border or inside one. It is a mechanism, not a single war and not a unique Factrail headcount. It is not the NEW Mediterranean event bundle and not Migration Pressure (all movement). Those neighbouring nodes can move with this meter. They do not replace it.
Ukraine’s 2022+ displacement attaches to the live Ukraine-war driver; this meter is the global stock. It is not territorial-revisionism (1918–45).
It applies globally as a time-varying intensity. The live Factrail series uses Our World in Data’s refugee-population-by-country-of-origin series (UNHCR source) as a disclosed proxy. The proxy is an observable lens, not a complete operational definition of all forced displacement (IDPs are neighbouring). Missing releases stay missing. This page does not interpolate. A normalised stock is not a unique Factrail death total.
The documentary neighbourhood includes UNHCR Global Trends, IDMC’s Global Internal Displacement Report, and named wrecks such as Pylos on the Mediterranean bundle.
Mechanism
Scale moves welfare through named channels.
First, flight. Bombardment, persecution, and famine push people out. UCDP and UNHCR name the conflicts. This page does not invent a unique outflow integer.
Second, stock. Refugees remain counted until return, local integration, or resettlement. A later peace is a different dated fact.
Third, internal displacement. IDMC’s conflict-violence IDP series is a neighbouring indicator, not this driver’s only face. Mixed stocks must not be collapsed into one invented coefficient.
Fourth, the proxy’s limits. OWID’s origin-based refugee series does not include all IDPs.
Timing is days for a siege and years for a stock. A later combined UNHCR+IDMC series would be a better meter.
Evidence base
The live quantitative record is the OWID grapher of refugees by country of origin (https://ourworldindata.org/grapher/refugee-population-by-country-or-territory-of-origin.csv (opens in a new tab)), sourced from UNHCR. Context sits at UNHCR Global Trends (https://www.unhcr.org/global-trends (opens in a new tab)) and IDMC.
This page does not invent a unique refugee, IDP, or drowning integer as Contribution.size. Where UNHCR prints a stock, that stock stays on UNHCR.
Evidence is strongest for the stored proxy observations and for named UNHCR/IDMC reports. It is weaker for the claim that every stock movement was one war. It is weakest where a unique Factrail coefficient is asked to replace UNHCR.
Effect on welfare indicators
This driver, when it actually runs, is a first-order channel into the IDMC internal-displacement indicator and into survival.
- People internally displaced by conflict and violence: direction higher when flight empties cities and camps fill. Horizon: days to years. The indicator is lower-is-better. Strengthening forced displacement is welfare-negative.
Missing coefficients stay missing.
The welfare sign of strengthening this meter is negative for people forced from home. That is the opposite of treating a later resettlement quota as a humanitarian miracle that rebates a completed flight. This page does not invent a unique UNHCR stock, a unique IDMC census, or Contribution.size from a contested estimate. Quote UNHCR/IDMC language on the edge.
Interactions and contested points
The mechanism interacts with ukraine-war, mediterranean-migration, humanitarian-access, and migration-pressure when a siege, a wreck, and a UNHCR point sit in the same year. Reinforcement is obvious. Offsetting is the claim that most movement is voluntary labour. Voluntary labour is neighbouring. It does not cancel a UNHCR refugee stock.
The strongest competing view is that origin-based refugees omit IDPs and so understate the driver. That objection is serious. The competing defence is a disclosed proxy plus IDMC as a neighbouring indicator, not a unique invented total.
A second competing view is that this node should be merged into ukraine-war or mediterranean-migration. It should not. Those are event bundles. This is the global stock meter.
Not established: a unique Factrail headcount. A later combined series would update the meter.
What is documented
Forced displacement measures the human scale of people driven from home by persecution, conflict, violence, human-rights violations or events that seriously disturb public order. UNHCR’s Global Trends 2025 figures put worldwide forced displacement at 117.8 million people at the end of December 2025. The same release reports 68.65 million internally displaced people in the underlying global snapshot. The series had reached 123.25 million in 2024 before falling in 2025, a reminder that the stock can decline through returns and statistical changes even while severe new crises continue.
The welfare cost is not captured by the headline count alone. Displacement can destroy housing and assets, interrupt schooling and employment, separate families, expose women and children to violence and move people into places where health, documentation and legal protection are weaker. In 2026 UNHCR also warned that a funding shortfall could leave millions of refugees and displaced people without assistance, including registration and protection services. That funding shock is analytically separate from the causes of flight, but it can worsen the consequences after displacement has occurred.
Who moves this driver
The people who move this driver are the political and military decision-makers already connected to conflict, persecution and forced-movement facts in the public record. No single leader can represent a global stock of more than one hundred million displaced people. Armed forces, militias, governments ordering expulsions or indiscriminate operations, and authorities blocking safe return carry responsibility where evidence ties their actions to flight. Humanitarian agencies do not “cause” the driver when they register displaced people; they measure and mitigate it.
This distinction prevents a common analytical error: more registrations can raise an observed count while improving protection. Conversely, a falling registered total can reflect undercounting or loss of access rather than genuine welfare improvement. Accountability belongs with the conduct that forces people from home and with failures that make return unsafe.
Welfare pathways
The most direct meter is Internal displacement from conflict and violence. When conflict-driven internal displacement rises, the value rises and the welfare direction is adverse. The second is Poverty headcount at $3.00 a day. Displacement frequently strips households of income, assets and access to labor markets; however, the magnitude varies sharply by host-country policy, aid and household resources, so the poverty edge is weaker than the direct displacement edge.
What is uncertain
Global totals combine different legal categories, data systems and crises. Some internally displaced people are counted through modeled or administrative estimates, and refugee statistics depend on registration and mandate definitions. A global stock does not identify which conflict caused a year-to-year change without country-level decomposition. Poverty effects are heterogeneous and can be reduced by social protection, work rights, cash assistance and safe return. The update therefore treats displacement itself as the high-confidence welfare connection and poverty as a secondary, slower pathway rather than inventing a universal household-loss figure.
