In 1885–86 the Prussian government, under Bismarck, expelled tens of thousands of people classified as Russian or Austrian subjects — largely Poles and Jews — from the eastern provinces. The measure was administrative, not a Reichstag criminal trial.
Context
After 1871 Bismarck treated Polish-speaking Catholics as a Reich enemy overlapping with the Kulturkampf. Seasonal labour and older residence were ignored when papers were wrong. Windthorst and Polish deputies protested. Sharing implementation with provincial police is required; the policy was still his.

Established: Prussia conducted mass expulsions of non-citizen Poles and Jews in 1885–86 under Bismarck. Not established: a unique exact headcount, or that every expellee was a recent migrant.
The contribution type is direct. That reading is an impact-path choice, not a property stored on the Fact itself.
