On 4 August 2023 Ethiopia declared a state of emergency in the Amhara region after fighting between the ENDF and Fano militias, former wartime allies, over disarmament of regional forces.

Context

The Council of Ministers proposed; the House approved. ENDF had moved to dissolve regional special forces. Fano resisted. He owned the disarmament policy. He did not personally command every Fano unit. Tigray’s unfinished western-zone file is neighbouring weather.

The 2021 national SoE is an earlier instrument. Pretoria is 2022.

The prime minister of Ethiopia is chief executive under the 1995 constitution as amended, chairs the Council of Ministers, and commands the ENDF in practice. He does not write AU Assembly resolutions, OHCHR investigation reports, IMF board decisions, or Somali federal statutes.

Why it matters

The path is political polarisation and humanitarian access: a completed regional emergency after turning on wartime allies is a new northern war file, not a Tigray sequel cartoon.

What the sources establish

Office of the Prime Minister of Ethiopia carries the official instrument or communique. Reuters records the same dated act independently.

Established: a 4 August 2023 Amhara state of emergency after ENDF–Fano clashes, independently reported.

Not established: a unique Amhara death coefficient from that week, or that Fano was a single command.

The House approved the emergency. ENDF and Fano fought.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Ethiopia declares a state of emergency in Amhara after Fano clashes, not a later speech about Ethiopia declares a state of emergency in Amhara after Fano clashes.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He owned the disarmament policy that triggered the clash. The House approved the emergency. ENDF and Fano fought. That limit is the alternative to treating office-holding as authorship of every later series.
