On 11 July 2024 Ethiopia, Somalia and Turkey issued the Ankara Declaration, a mediated walk-back of the Somaliland sea-access crisis toward respect for Somalia’s unity and technical talks on Ethiopian access.
Context
Erdoğan hosted. Abiy and Hassan Sheikh Mohamud met. The MoU’s legal status remained disputed. He signed as Ethiopian principal. He did not write a Somali constitution.
The 1 January MoU is the earlier rupture. GERD is a different file.
The prime minister of Ethiopia is chief executive under the 1995 constitution as amended, chairs the Council of Ministers, and commands the ENDF in practice. He does not write AU Assembly resolutions, OHCHR investigation reports, IMF board decisions, or Somali federal statutes.
Why it matters
The path is political polarisation: a completed mediated declaration is an attempted de-escalation after the MoU. It is not a completed port and it is not a finding that Mogadishu endorsed Somaliland recognition.

What the sources establish
Office of the Prime Minister of Ethiopia carries the official instrument or communique. Reuters records the same dated act independently.
Established: an 11 July 2024 Ankara Declaration among Ethiopia, Somalia and Turkey, independently reported.
Not established: that the January MoU was formally repealed in Addis, or a unique later Berbera-throughput coefficient.
Hassan Sheikh signed for Somalia. Erdoğan hosted.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Ethiopia, Somalia and Turkey issue the Ankara Declaration, not a later speech about Ethiopia, Somalia and Turkey issue the Ankara Declaration.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He signed as Ethiopian principal. Hassan Sheikh signed for Somalia. Erdoğan hosted. That limit is the alternative to treating office-holding as authorship of every later series.
