On 21 June 2021 Ethiopia held postponed general elections. The Prosperity Party won a large majority. Tigray did not vote while the war continued.
Context
NEBE ran the poll. He was the incumbent. Opposition parties boycotted or were constrained. A wartime election without a whole region is a completed representation hole. He did not write every ballot.
The November 2021 SoE is later. The 2026 election is a later exclusion row.
The prime minister of Ethiopia is chief executive under the 1995 constitution as amended, chairs the Council of Ministers, and commands the ENDF in practice. He does not write AU Assembly resolutions, OHCHR investigation reports, IMF board decisions, or Somali federal statutes.
Why it matters
The path is democratic resilience: holding a national poll while excluding a region at war is a completed representation failure even when ballots elsewhere were counted.

What the sources establish
National Election Board of Ethiopia carries the official instrument or communique. Reuters records the same dated act independently.
Established: a June 2021 general election won by Prosperity Party without Tigray voting, independently reported.
Not established: that every other region’s count was fraudulent, or a unique later war coefficient from election day.
NEBE ran the poll. Tigray was at war under his campaign.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Ethiopia holds 2021 general elections without voting in Tigray, not a later speech about Ethiopia holds 2021 general elections without voting in Tigray.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He was the incumbent whose party won. NEBE ran the poll. Tigray was at war under his campaign. That limit is the alternative to treating office-holding as authorship of every later series.
